A series of related policies issued by the central and local government at all levels clearly stipulate that kindergartens must adhere to the basic principle of "equal emphasis on children care and children education".It can be seen that improving the quality of kindergarten education is the key to the healthy development of preschool education.In order to improve the quality of kindergarten education,it is necessary to improve the construction level of child-care workers,which can pave the way for teachers to realize the sustainable development of kindergarten.The competency of child-care workers is also an important factor that affects the quality of child-care workers,The child-care workers’ competence is the in-depth personal characteristic in their work.Above all,it is worth probing into the current situation of the competency of child-care workers in light of its great practical significance.Under the framework of the guiding ideology of equal emphasis on children care and children education as well as competency theory,this paper mainly adopts the methods of questionnaire survey and structural interview,supplemented by non-participatory observation method.An investigation was conducted on 189 members of the kindergarten,a director of childcare and two preschool teachers in the public office of the main urban district of Chongqing from these five dimensions: professional knowledge of child-care workers,working skills,psychological characteristics,occupational motivation and the professional ethics.The results show that the level of competency of public kindergarten child-care workers in the main urban district of Chongqing is generally good,but it differs in age,educational background and garden level in each dimension as well as in each dimension.There are some problems as follows:child-care workers have a low level of psychological knowledge and lack of lifelong learning awareness.The ability of child-care workers to organize and cooperate with educational activities is not high.The level of child-care workers’ psychological traits is not high.In addition,they have low level of professional recognition.According to the study,this paper analyzes the causes of these problems from the aspects of child-care workers,kindergarten,society and government:child-care workers themselves lack psychological knowledge and self-learning consciousness,the occupational concept is biased;Secondly,kindergarten management measures such as recruitment,training for child-care workers are unreasonable and lack incentives;Thirdly,the society has a certain misunderstanding of the profession of child-care workers,resulting in a low level of professional recognition of child-care workers.Furthermore,the government does not pay enough attention to the group of child-care workers,and the funding for child-care workers is relatively insufficient.Based on the above-mentioned information,this paper constructs a “bird nest incubation model”,which is a trinity of government support,social guidance and kindergarten management,as well as a “flying bird model” for child-care workers themselves."Bird nest incubation model" builds a fundamental frame composed of government,society and kindergarten for child-care workers’ competence,and provides the "hatching" function for the improvement of the child-care workers’ competence.Meanwhile,the five dimensions of the child-care workers’ competence constitute the "bird model".In this model,professional knowledge and job skills of child-care workers are explicit competence,while psychological trait,professional motivation and professional ethics are implicit competence.The five dimensions depend on each other inextricably.According to the Nested and operation mechanism of bird-nest model,this paper puts forward theoretical enlightenment and operational suggestions for the improvement of the level of competency of child-care workers.And this paper puts forward corresponding countermeasures from government,society,kindergarten and child-care workers these four respects to improve the competency level of child-care workers.First of all,the government should increase the funding for child-care workers and pay attention to the career development of child-care workers.Secondly,the society fully respects and understands the profession of child-care workers and eliminates the misunderstanding of the profession of child-care workers.Thirdly,the kindergartens should strengthen the reasonable management of child-care workers to improve the ability of child-care workers.In the end,child-care workers themselves must strengthen their study,firm professional identity and establish a good professional concept.
