| Under the trend of economic globalization and knowledge,the importance of talents is self-evident.Countries around the world have done a lot of work on talent introduction,constantly adjusting corresponding talent policies according to their current development status,and trying to seize development opportunities and build their own advantages.In2002,China proposed the "Strategic Strategy for Strengthening the Nation by Talents".Governments at all levels responded in succession and successively introduced corresponding policies and measures for attracting talents.After the introduction of "mass entrepreneurship and innovation" in 2014,local governments at all levels can It is said that the competition has reached a fevered state.Under the new normal economic development situation,the flow of various production factors is accelerating.As human capital,the flow of talents is increasing,and the flow of talents is accelerating.For cities,opportunities for gathering talents have increased,but at the same time it means that the risk of brain drain has also increased.How cities attract and retain talents is an important issue worthy of attention.Talent policy has an indispensable role in the introduction,training,and use of talents,and giving full play to the effectiveness of talents.For talent policy target groups,do these talent policies meet their expectations,how do they evaluate the actual effects brought about by talent policies,and what factors are affected? These have become issues that local governments must face and study.Therefore,it is of practical significance to study the evaluation of talent policy target group’s satisfaction with talent policy,explore the factors that affect satisfaction,and propose perfect suggestions for existing deficiencies.This article takes Chengdu’s "Rongpiao Project" policy as the object,combines the related theory of satisfaction,and based on the US government’s customer satisfaction index model,adjusts the variables of the model according to the actual research.Using questionnaires,it investigates colleges and universities in Chengdu College students’ satisfaction with Chengdu’s talent policy—the "Rongpiao Project" policy,and tested the structural equation model with SPSS23.0 and AMOS23.0,verifying the impact of policy expectations and policy perception quality on policy satisfaction.The results show that the university students‘ satisfaction with the "Rongpiao Project" in Ronggao University is generally at the middle-to-upper level,and policy expectations have a significant negative impact on policy satisfaction.The impact of policy perception quality on policy satisfaction is positive.Among them,the professionalism of policy services has the greatest impact on policy satisfaction,followed by the clarity of policy information,and the weakest impact on the timeliness of policy processes.Then,this article analyzes the deep-seated reasons that affect the satisfaction of the "Rongpiao Project" and puts forward suggestions such as improving the supporting environment for policy services,conducting reasonable policy promotion,and formulating supporting policies for differentiated policies,hoping to introduce talents for Chengdu.The work provides a new perspective on policy evaluation and brings empirical experience to the optimization of talent policies. |
