With the continuous progress of precision poverty alleviation in Hainan,how to effectively evaluate and analyze the performance of government precision poverty alleviation has become a more important issue.Many scholars and government agencies have adopted a variety of ways to evaluate the performance of precision poverty alleviation.Based on the theory of human capital investment,the theory of education poverty alleviation and the theory of precision poverty alleviation,this paper will construct the corresponding evaluation index system of vocational education poverty alleviation performance by using literature research method and DEA quantitative statistical analysis method.The input index includes seven indexes:the size of vocational education teachers,the investment of vocational education poverty alleviation,the number of participating vocational colleges,the number of teaching buildings,the value of teaching equipment,the per capita teaching time of teachers,and the employment position provided by enterprises.The output index mainly selects five indexes: the employment rate of the poor population,the average monthly salary of the poor population,the length of employment of the poor population,the number of poor employment,and the competitiveness of the vocational skills market.Focus on the performance of vocational education poverty alleviation in Hainan Province,mainly select Qiongzhong,Baisha,Wuzhishan and other three state-level poor counties as the research object,and the performance evaluation and analysis of the index data of these three regions from 2015 to 2019,so as to find out the problems and put forward corresponding suggestions to improve the performance of vocational education poverty alleviation in Hainan Province.Through this study,the following conclusions are obtained:(1)Hainan’the performance of poverty alleviation in vocational education between 2016 and 2020 as a whole,among which was the rise from 2016-2018 and the decline from 2018 to 2020.The reasons for the decline of the poverty alleviation performance of vocational education in Hainan Province are due to the way of vocational education,the management mechanism of vocational education,the internal organizational level of the poverty alleviation team,the difficulty of vocational education and other factors.(2)vocational education poverty alleviation performance in prefecture-level cities in Hainan Province is rising year by year,including the best performance of vocational education in Haikou;among the county-level cities,the poverty alleviation performance in Qionghai,Wenchang,Wanning rises,and the resource allocation of vocational education poverty alleviation in Wenchang,East and Wuzhishan is not the best condition.In the county seat,the performance of vocational education poverty alleviation in Ding ’ an,Chengmai,Lingao and Tunchang is in a downward trend.At the same time,these four regions did not achieve the best situation in the input and output resource allocation of poverty alleviation performance in vocational education.In the autonomous county,lingshui vocational education in poverty alleviation performance on the rise,also in the condition of the best efficiency,and,qiong,baisha,changjiang,ledong,Baoting and other five areas of vocational education poverty alleviation performance in decline,at the same time in the input and output of resources is not the best situation.(3)In order to improve the poverty alleviation performance of Hainan Province,it is necessary to pay attention to the improvement of technological change factors,mainly from the poverty alleviation mode,management system and the improvement of the level of internal team organization level.Therefore,the paper puts forward countermeasures and suggestions such as innovating the poverty alleviation mode of vocational education,using diversified vocational education and training methods,emphasizing the education orientation of employment and entrepreneurship,the establishment of diversified vocational education assistance mechanism,and strengthening the publicity of poverty alleviation cases of successful vocational education. |
