Research On The Imbalance Of The Role Of Community Social Workers Under The Integration Reform

Shenzhen actively builds a people-centered party building leading grassroots governance system.In order to promote more social resources,management authority and people’s livelihood services to the grassroots,Shenzhen A District took the lead in implementing the reform project of "Community Party and Mass Service Center +People’s Livelihood Appeal System" Plan(hereinafter referred to as integrated reform).The community is the most basic unit of national governance,and the L community party-mass service center is designated as the pilot unit of Pingshan Street Reform.In the process of promoting the integration reform,how do community social workers find their own position in the integration reform,play a good professional service role,effectively integrate into a team in the community,and play an important role of social workers under the leadership of the community party committee? Questions need to be verified and explored.This article will take the Shenzhen L Community Party and Mass Service Center as a case to comprehensively review Pingshan’s promotion of party building and lead the reform of the grassroots governance system,using participatory research and literature research,and under the guidance of social role theory,through the L community ’ s party mass Interviews with social workers in the service center,full-time community and service targets,compared the differences in the role played by social workers before and after the integration reform,and analyzed the role played by social workers in depth.The role of group activity provider,convenience service facilitator,and resource integrator.Based on personal experience,daily observations,and in-depth interviews,the author found that social workers have ambiguities,role conflicts,and role imbalances in the integration reform.This problem is mainly caused by the government’s unclear and insufficient understanding of social workers’ positioning,insufficient industry driving forces,and slow changes in social workers ’ own capabilities and consciousness.This will not only affect the development of social workers and the social work industry,and hinder people ’ s well-being.It will also lag behind the integration of reforms.To this end,the author hopes to propose solutions based on the four dimensions of social work self-reliance,industry empowerment,multi-party collaboration,and government support,in order to provide some working ideas for the integration of social work in the integration reform.
