In recent years,our country has been advocating to reduce the burden on students.With the implementation of the two policies of the Ministry of Education’s Emergency Circular on reducing the excessive burden on students in primary schools and the guidance on strengthening the management and regulation of running schools in primary and secondary schools,primary school students in public schools finished school at 3:30 p.m.There is a "vacuum period" from 03:30 to parents’ work,and students after school are difficult to take care of,resulting in a "03:30 phenomenon" problem.The "03:30 phenomenon " is not only the problem that afflicts the family,school and government in our country at present,but also becomes the focus of social attention.In order to help parents solve the difficult problem of sending and receiving students on time,in March 2017,the Ministry of Education issued the "guidance on doing a good job in after-school service for primary and secondary school students ",which put forward clear requirements for the development of after-school service in primary and secondary schools in various places.February 2019,C city issued a "primary and secondary school students after-school service implementation advice" to the city’s primary and secondary school students in demand to provide after-school services to alleviate the problem of some parents to pick up their children.Based on the fact that C city has carried out after-school service for nearly two years,in order to objectively reflect "after-school transport problem solved ?" This practical problem.C same grade of two primary schools was selected as the research sample in this study.Based on the questionnaire,interview and observation methods,this paper comprehensively analyzes the present situation,existing problems and promotion strategies of after-school service in C city.Based on the field investigation and research,it is found that since the development of after-school service for primary school students in C city,the problem of difficult transportation has been partially alleviated,but there are also three typical problems.The results are as follows:First of all,the results of after-school service in C city since 2019 to carry out after-school service for primary school students,generally alleviated the problem of some families to pick up children,for more primary school students to create a safe and healthy learning environment,but also promoted the personality development of some students.However,there are also three typical problems.First,there are deviations in the cognition of policies among different groups,and the contradiction between parents’ demand and school supply is prominent;second,teachers in schools are weak and curriculum is limited;third,The related system of after-school service is not perfect.In order to further improve the implementation effect of after-school service policy for primary school students in C city,the problem of after-school delivery is solved to the greatest extent.Based on the theory of equal educational opportunities and the theory of cooperative governance,this study puts forward three strategies to improve the implementation effect of after-school service policy for primary school students in C city.First,to enhance the understanding of different interest groups in after-school service;second,to build a platform for participation and integrate resources to enrich the curriculum;third,to establish a multi-party cooperative governance mechanism to form a tripartite joint effort between government schools and families.Realize the new pattern of governance of co-construction and sharing.
