Study On The Process Of Social Work Agencies’ Participation In Urban Grass-Roots Community Governance

With the accelerating process of urbanization,how to innovate urban grass-roots community governance has gradually become one of the important contents for the government and scholars to study,and each grass-roots community is also constantly trying to explore its own community governance path.In the process of a new era of social development,the urban grassroots governance mode of the community have been gradually shift from the original government dominant administrative community for the autonomy of community participation in various main governance,as a professional service power,social work gradually into the public view,become one of the optimization of community governance mode choice.In recent years,through the government purchase services,social work agencies join the grassroots community and the government,but as a new force in the coexistence of plural complex environment and effective participation in community governance,and for the realization of the residents’ autonomy provide efficient service,create a harmonious community environment,is still in exploring stage.From "Three Societies Linkage" to "Five Societies Linkage",as well as the "Social Work Station" vigorously built in recent years,all provide opportunities and channels for social work organizations to participate in grassroots community governance.In such A context,this article takes X social work institutions as the research object,under the guidance of governance theory,through the literature method,interview method,observation method focusing on social work organization in X to undertake operating the government to buy A community "rescue" difficult people service project to participate in the process of community governance,in order to make better social work institutions to participate in the urban grassroots community governance for reference.This paper includes five parts.The first chapter elaborates the research background,purpose and significance,collates and analyzes relevant research literature at home and abroad,and clearly defines core concepts such as community governance and urban grass-roots community.The second chapter mainly introduces the X social work organization,A community and A community projects involved in this research.By analyzing the function orientation of X social work organization itself,it describes the governance situation of A community before the involvement of social work organization so as to contrast with the changes after the participation of social work organization in community governance.The third chapter is the focus of this article,mainly on the X in the early period of the social work organizations to participate in community governance,middle and late stages in detail analysis,through interviews and observations about X social work institutions in different stages involved in the participation of the process and the service behavior of community governance,to the service object,A multivariate main body role to other community.In chapter 4,the problems exposed by X’s social work agency in the process of participating in community governance are sorted out,mainly including the insufficient depth and breadth of social work agency’s participation in community governance,and the insufficient autonomy and credibility of social work agency itself.Then it analyzes the factors that influence social work organizations’ participation in urban grass-roots community governance from the perspectives of state,community and social work organizations themselves.In the fifth chapter,it analyzes the problem of X social work organization’s participation in A community governance,put forward social work institutions also need to service oriented,starting from the actual needs of community residents,but also improve the internal governance,deepen cooperation and plural ability in primary explore the orderly participation in urban community governance further Suggestions on the road,And summarize and reflect on the whole research.
