| With the acceleration of industrial restructuring and economic transformation and upgrading,higher requirements are put forward for the development level of vocational education and the quality of personnel training.In this context,"1+X"certificate system is proposed as the top-level design of modern vocational education governance system.In the practice of "1+X" certificate system,teachers in public vocational colleges play an important role,and their competence directly affects the realization of the goal of "1+X" certificate system.Therefore,based on the competency theory,this study focuses on the construction,test and application of the competency model of teachers under the background of "1+X" certificate system,trying to answer "What is the basic connotation of the competency of teachers?","What is the relationship between teachers’ competency and their j ob performance?",and so on.Competency model can be divided into "excellence model" and "professional standard model",the main difference is whether to distinguish excellent group and ordinary group when selecting samples,collecting data and analyzing data.This paper tends to "professional standard model",aiming at refining the competency of qualification rather than superiority.This study uses Behavioral Event Interview method to collect 20 interview texts,and uses content analysis method to code the texts.The questionnaire of competency was compiled and 766 effective questionnaires were collected.Through EFA,CFA and regression analysis,the following conclusions are obtained:(1)Under the "1+X" certificate system,the competency model of teachers consists of eight dimensions,which are Achievement Orientation,Information Sensitivity,Interpersonal Understanding,Students’Demand Orientation,and so on;(2)The competency of teachers has a significant positive predictive effect on job performance,among which Organizational Commitment,Professional Practice Ability,Teaching Ability Integrating Education Diploma and Skill Certificate and Interpersonal Understanding have a significant direct impact on job performance.For the sub dimensions of job performance,Organizational Commitment,Professional Practice Ability,Teaching Ability Integrating Education Diploma and Skill Certificate,Interpersonal Understanding and Achievement Orientation can effectively predict job dedication,Organizational Commitment,Teaching Ability Integrating Education Diploma and Skill Certificate and Interpersonal Understanding can effectively predict interpersonal promotion,while Organizational Commitment,Professional Practice Ability and Information Sensitivity can effectively predict task performance.Generally speaking,Organizational Commitment,Professional Practice Ability,Teaching Ability Integrating Education Diploma and Skill Certificate and Interpersonal Understanding are the core competency of teachers in public vocational colleges under the "1+X" certificate system.According to the research results,three policy suggestions are put forward:(1)Strengthen the procurement to improve the professional practice ability of vocational teachers with the help of social forces;(2)Strengthen the evaluation of the application effect of "X" certificate;(3)Formulate the identification standard of"double qualification" teachers and open up the two-way flow channel between school teachers and enterprise talents.In addition,five suggestions are put forward to further improve the competence of teachers and optimize the structure of teachers:(1)Improve teachers’ organizational commitment;(2)Take interpersonal understanding and students’ demand orientation as the focus of "teaching evaluation";(3)Focus on the cultivation of teachers’ professional practice ability and teaching ability integrating education diploma and skill certificate;(4)Introduce technical experts to expand the teaching team;(5)Include students’ vocational skill grade certification results in the teacher performance appraisal index system.Finally,it puts forward two suggestions for the personal development of vocational college teachers under the background of "1+X" certificate system. |
