With the continuous development of our economy,the strategy of "Made in China 2035" and "14th Five-Year Plan ",our society is facing a critical period of economic transformation and promoting the popularization of higher education.In this stage,the task of higher vocational education has been adjusted and changed.Before the special time node and the heavy time task,the promotion,the construction and the pilot work of the "1+X" certificate system are very necessary.Taking the historical evolution of the vocational degree system of higher vocational education in our country as the starting point,from the germination of the vocational education system under the traditional apprenticeship education model to the "double certificate" of reform and opening up to promote the great economic development of our country,and then to the "1+X" certificate system which needs to synchronize with the social development,the generating logic of "1+X” certificate system is interpreted through the order of historical evolution.Then,focusing on the "1+X "certificate system,investigate the current status of the pilot situation of the government,schools and enterprises,combining the current situation of higher vocational education in our country,the recent situation of cooperation between schools and enterprises,and the pace of social development,using theoretical and practical research methods to analyze the current practice environment and problems of higher vocational education,put forward reasonable opinions that can effectively promote the implementation and pilot work of the "1+X" certificate system,so that the government,vocational colleges and enterprises and other vocational education participants can find their own position in the pilot work,implement their respective responsibilities and obligations in the implementation of the "1+X "certificate system,further coordinate and close the relationship between government,school and enterprise in order to create a healthier vocational education environment and ensure the smooth progress of the"1+X" certificate system pilot work.Based on consulting a large number of higher vocational education policies,this paper makes an in-depth study of the "1+X" certificate system by means of literature research,comparative research and historical research.The main contribution lies in showing the historical evolution order of the degree system of vocational education,and to embody the generating logic of "1+X" certificate system through the study of the generation basis and motive force of the vocational certificate system in each stage,through combing the value orientation of "1+X" certificate system,we can deepen the understanding of the essence and connotation of "1+X" certificate system.This study focuses on the current situation of cooperation among the government,schools,enterprises and other higher vocational education participants and the relationship between responsibility and power,discovers the problems in the existing pilot work,finds out the ways and methods to solve the problems and promote cooperation,in order to activate vocational education resources,build a new "ecological environment" of higher vocational education,improve the practical application effect of "1+X" certificate system,contribute new ideas to the improvement of "1+X" certificate system and its follow-up pilot work,and provide corresponding reference for the practical construction and landing application of "1+X" certificate system.
