| In the spring semester of 2020,due to the impact of the COVID—19,colleges and universities across the country failed to start school as scheduled.In order to achieve "stop classes without suspension" and to minimize the impact of the epidemic on higher education,the Ministry of Education issued the "Regarding the implementation of the epidemic prevention and control period." Good Guiding Opinions on the Organization and Management of Online Teaching in General Colleges and Universities emphasizes the need to actively carry out online teaching and learning,make full use of existing MOOC resources,and optimize online teaching.The orderly progress of online courses that lasted for several months has strengthened peoples attention and discussion on MOOCs.The ideological and political theory course is a key course for the establishment of morality in colleges and universities.During this period,it also made full use of MOOC for online teaching and achieved excellent results.However,due to the influence of both the builders and learners of the MOOC,coupled with the characteristics of the ideological and political theory courses,the development of the ideological and political courses has shown a trend of structural imbalance.Based on this,this article adopts literature research method,quantitative analysis method and comparative analysis method to analyze the current deficiencies and dilemmas of the ideological and political courses in order to explore the way out for the ideological and political courses in colleges and universities.Based on the current situation of the construction and use of ideological and political courses,this paper analyzes from the two dimensions of supply and demand satisfaction.It believes that the current ideological and political courses has the dilemma of structural imbalance,and further starts from the three aspects of course characteristics,construction subjects and learners.,The trinity,to reflect on the reasons for the current difficulties of ideological and political courses in our country,and propose relevant measures for the current way out of the current ideological and political courses to overcome the difficulties: based on the guidance of values,the combination of fragmentation and systemization,and the coordination of content and form Develop three principles,fully mobilize the three parties of significance of the subject,based on the collected data,we can extract the current research status of domestic and foreign scholars on the construction of MOOC and ideological and political theory courses,and how to create high-quality MOOCs and how to make ideological and political MOOCs effective with offline courses.In combination,preliminary thoughts were made to improve the effectiveness of ideological and political theory courses in colleges and universities.Part 2: Overview of Ideological and Political Courses and MOOCs in Colleges and Universities.The development of MOOC has a
