In recent years,the construction of public training bases all over China has shown a trend of rapid development.The state and local governments have built a number of provincial-level public training bases with industrial characteristics,municipal comprehensive public training bases and county-level public training bases with local industrial characteristics,which have become "boosters" for the construction of lifelong vocational training system for workers and the cultivation of high-quality technical talents.However,though large numbers of public training bases have been built,some factual problems occurred,such as insufficient utilization of resources,outdated training equipment and backward industrial development,weak guidance of public services and low degree of openness,which leads to the insufficient support for the regional economy and social development as well as the adjustment and upgrading of industrial structure.Therefore,it is necessary and urgent to implement a profound study on the public training bases and evaluating their performance.To objectively analyze the operation performance and influencing factors of the public training bases,the research is implemented here based on the experience and practice of domestic and foreign culture and education public service performance evaluations.Taking the public training bases in City C of Jiangsu Province as an empirical research sample,considering the users of the public training bases as the main body of performance evaluation,a public training base including 6 first level indicators,17 second level indicators and 26 third level indicators from the six aspects of infrastructure,service content,service quality,service support,resource sharing and teacher-student satisfaction was constructed.In the form of simple random sampling,450 valid research data were obtained by questionnaires online and on-site.SPSS statistical 26.0 software and Excel sheets were used to make statistics and analysis on the research data and finally a more objective performance evaluation result was formed.The main conclusion of the research is: the average performance evaluation of public training base in City C is 3.9(Full Score 5-point system),which is of medium level.The results show that the average score of performance evaluation in three items of "capital construction","service support" and "teacher-student satisfaction" is higher,indicating that the public training bases in City C contribute a lot to serving the training of high skilled talents but the average score of performance evaluation on "service content","service quality" and "sharing of resources" is relatively low,indicating that the public training bases in City C has a lower average score in the three aspects,where there is still a large space for improvement.Based on the objective analysis of the main performance problems and reasons of the public training bases operation in City C,countermeasures have been put forward from the aspects of optimizing the construction of management team,upgrading the level of internal governance and enhancing the investment of training facility,etc.in order to promote the healthy development of the public training bases in City C and also to provide referential values for the performance evaluation of other public training bases in China.
