| Since President Xi proposed the "Belt and Road" initiative in the fall of 2013,it has been a hot topic in the global media and has received active support and enthusiastic responses from more and more countries along the route.With the advancement of construction and the expansion of the "Belt and Road" circle of friends,China and other countries along the route are cooperating and exchanging more and more closely at bilateral and regional levels,and Chinese enterprises are increasingly enthusiastic to "go out",which brings about the linkage of labor markets and human capital in various countries.However,labor market risk and human capital risk have some constraints on the foreign investment decisions of Chinese companies.Unemployment rate is the main indicator reflecting the labor market situation,and to a certain extent,it can reflect the labor supply situation of a country or region,as well as the quantity and quality of labor that our enterprises can employ locally.Therefore,based on the purpose of reducing costs and increasing efficiency of China’s "going abroad" enterprises,this paper compares and summarizes the characteristics of unemployment rates in general,gender,age and education level of the "Belt and Road" Countries through descriptive statistical analysis and comparative methods.Then,a qualitative approach is used to analyze the main reasons for the differences in unemployment rates among the "Belt and Road" countries.Finally,each influencing factor was tested in combination with the empirical analysis method,and its influence mechanism was analyzed.This article mainly draws the following conclusions: The overall unemployment rate of the countries along the “Belt and Road” is relatively high,and there are obvious differences in the characteristics of unemployment rate among regions.Central and Eastern Europe has the highest unemployment rate,followed by Western Asia,and the other regions in descending order are Central Asia,Northeast Asia,South Asia,and Southeast Asia.By gender,the female unemployment rate is generally higher than the male unemployment rate except in Northeast Asia;by age,the unemployment rate decreases gradually with increasing age of the labor force in each region;and by education level,the education and unemployment rates of the labor force in West and South Asia have a homogeneous relationship,while the other regions have the opposite.And through qualitative analysis and empirical testing,it is found that economic development speed,industrial structure,economic globalization,education and labor market regulation have a significant negative correlation with the unemployment rate of countries along the "Belt and Road".The previous unemployment rate,population growth and religious belief have a significant positive relationship with the unemployment rate of the “Belt and Road” countries.Based on the above conclusions,this paper proposes countermeasures for Chinese enterprises to choose better "go out" cooperation regions and their local human resource management system. |
