| Promoting employment to a higher quality and consolidating the foundation for employment are of great value and far-reaching impact on the country’s industrial development and even political stability.Since the 18 th congress,the CPC has emphasized the implementation of the first working strategy,putting employment first,and formulated a more sound employment policy.Stable employment is a prerequisite for stable people’s livelihood,and a good employment foundation is an important guarantee for industrial development.In an environment where the global environment is changing unpredictable and the speed of science and technology is booming,the employment structure should be optimized accordingly to meet China’s needs to move forward to a higher end of the global value chain.This paper analyzes the characteristics of foreign capital inflow and the current situation of employment structure,and finds that while China’s economic growth,China is undergoing the transformation of industrial structure.Under the mainstream form of agriculture and manufacturing industries taking the lead in creating jobs,the development mode of using the rapid rise of the service industry to promote employment has evolved.With China gradually opening the service market to the outside world,finance,scientific and technological services and other industries have gradually developed,and the Chinese owners have a good manufacturing foundation,which makes the role of producer services in absorbing labor force more obvious.However,today’s employment form in China is still severe.On the one hand,it often faces the problem of "bottleneck" of key technologies,and it is difficult to find the relevant human resources to meet the needs.On the other hand,the gender discrimination faced by female job seekers also needs to be addressed.This paper establishes an econometric model based on the panel data of 31 provinces from 2013 to 2020 to study the direct and indirect impact mechanism of FDI on China’s employment industrial structure.Then,it conducts a qualitative analysis of the impact of FDI on the employment industrial structure by dividing regions,the degree of development and the degree of openness,and then tests the impact mechanism of FDI.Research has found that foreign investment does have a promoting effect on the optimization of the employment structure of China’s service industry.In terms of orientation,only the western region has a significant promoting effect,and only moderately developed regions have a significant promoting effect in terms of development.It has a significant enhancing effect on both lower and higher open areas,and the promoting effect will increase with the increase of openness.And through mechanism testing,it was found that FDI has a masking effect on the optimization of employment structure in the service industry through technology spillovers.At the same time,it was also found that female practitioners have a synergistic effect on optimizing the employment structure of China’s service industry through foreign investment.Therefore,when introducing foreign investment,it is also necessary to consider its impact on gender balance in employment,that is,while seeking the employment absorption effect of the tertiary industry,attention should also be paid to weakening gender segregation within the industry.This article expands on the impact of FDI on the gender structure of employment in the service industry and finds that foreign investment has a significant negative effect on it.In the end,according to the research and the discovery of the introduction of foreign capital should be careful,the reasonable drainage of foreign capital,and on the basis of perfecting the legal provisions,transformation competition strategy,protect the interests of our employment personnel,actively promote employment gender balance and eliminate employment gender discrimination,so as to realize the employment basis in essence,make it more match with the industry development direction. |
