With the rapid social development, Human resources management as a core module is referred to the strategic level performance management. The performance appraisal is the key to performance management. Performance appraisal has become the important tools of measuring domestic process, employee performance, incentive and performance; enrich the enterprise’s successful experience.The theory and method of performance have been introduced into college. To promote the innovation of university performance management system through innovative management tools, proposed a similar problem for the existence of private universities with reference to the management operations, it is important for our practical.Firstly, the performance of human resource management, strategic management, and other relevant management theory, in particular, is currently the field of human resources management; strategic performance management is more advanced concepts and methods of research. The AFY College "the implementation bottlenecks" diagnosis for the staff performance management; and then we discuss how to establish a "Strategy" as a guide to "enhance the execution" as the goal,"KPI" tool for the implementation of performance management system; Finally, a summary of the theory and practices, the formation of a for growing from the start of the transition to private enterprise has a universal application of management reference program.Innovations in this paper are:firstly, the concept of key performance indicators performance appraisal index system is introduced into college, the strategic management, key performance indicators, learning organization theory, and method of construction, the introduction of private higher education management, and applied into the management and practice of college, and the initial establishment of key performance indicators-based performance management system model. Secondly, through inductive analysis, the strategic direction of performance management tools- the "key performance indicators" to the College was successfully applied into the design of performance management system, which comes as the management practices of pioneering exploration in the private higher education sector. The third is to address the business organization to the growth stage from the start of the bottleneck issues, implementation of the strategy execution issues, the research results for the business organization has general applicability. A standardized implementation of the strategy/performance management system, for the College to go the road of combining production, expansion-style development has important and far-reaching significance. Fourth, from the College level, departmental level, staff grade level, departmental level to develop KPI targets and horizontal business processes, carding and KPI decomposition, criticized the study for discussion.Finally, a summary and outlook are presented; it is well worth further studding in the management of human, the combination of human management and institutional management is necessary. To be successfully implemented the human management; an organization’s performance management system with integration of high-performance organizational culture must be cultivated.
