In recent years,as the level of urbanization has increased,rural youth have chosen to work in cities after their families have a more detailed division of labor,which has led to serious hollowing out of the countryside.After migrant workers entered the city,left-behind labor appeared in the countryside,and factors such as land transfer,low traditional agricultural output,and the pursuit of a better life have made the left-behind labor unable to engage in agricultural work alone.The left-behind labor is mainly left-behind women and older reverse migrants.Among them,the family burden is relatively high,their own professional quality is low,and there are certain psychological barriers.At present,my country’s poverty alleviation battle has achieved remarkable results,but there is still a problem of poverty alleviation people returning to poverty.Migrant workers’ families often have weak financial strength and weak anti-risk ability.Solving the employment problem of migrant workers is conducive to consolidating the results of poverty alleviation.Therefore,it is very important to improve the quality and level of public employment services for migrant workers.Under the guidance of collaborative governance theory,this thesis is based on the status quo of rural public employment services in Yicheng City,Hubei Province.Rural public employment service agencies provide advice and suggestions on improving the level of rural public employment services,and provide a modest force for the development of rural employment in Yicheng.The article analyzes the characteristics of the problems to be solved by cooperative governance and the characteristics of the public employment services for left-behind laborers,trying to find out where the cooperative governance and the public employment services for rural left-behind laborers fit together,so as to explain that cooperative governance is in the public employment services for rural left-behind laborers.Feasibility.Analyzed the current situation of public employment services in Yicheng City,conducted a survey on the existing rural job fair services and rural vocational skills training services in Yicheng City,and based on the survey results,focused on the problems existing in the public employment services in Yicheng City.Find out the common problems in the public employment services in the rural areas of Yicheng and the specific problems in the public employment services for the rural left-behind laborers,and draw lessons from the theory of collaborative governance based on this,from establishing the awareness of collaborative governance,enhancing the collaborative capabilities,and strengthening the public and private sectors.In terms of inter-level coordination,the establishment of multiple collaborative guarantee mechanisms and multiple collaborative information networks,etc.,the construction plan of the collaborative governance system in the rural public employment services in Yicheng,as well as the collaborative governance optimization plan of employment training services and rural job fairs services are proposed.The innovation of this paper lies in the analysis of the peculiarities of the employment of the left-behind laborers in the rural areas of Yicheng through the perspective of collaborative governance,and the analysis of the universal problems of public services in the rural areas of Yicheng,and provide reference for improving the level of public services in the rural areas of Yicheng.
