Since the beginning of the new century,the state has launched a new round of curriculum reform and vigorously implemented quality education.However,the problem of overburdened primary school students hinders the progress of quality education in China,affecting the healthy development of students themselves,and has become a hot issue of general concern to the state and society.In this context,the state has continuously issued new burden-reduction policies for the overburdened primary school students.Although there is a clear national policy support to alleviate the burden of primary school students,it has not achieved the expected results in actual implementation.The author explores whether the burden reduction policy has been effectively implemented from the implementation of the a burden reduction " of primary school students in Liaoning Province.What is the current status of implementation?What problems still exist in the implementation process?Provide a basis for the implementation of the burden reduction policy from the perspective of policy implementation.On the basis of investigation and research,this paper focuses on the investigation of the implementation of the reduction of the schoolwork burden in Dalian H Elementary School,and on this premise,it studies the status quo and problems of the implementation of the“burden reduction" policy.The full text consists of five parts.In the introduction part,this paper expounds the origin of the subject,analyzes the importance and necessity of reducing the burden of primary school students,summarizes the relevant research literature at home and abroad,and puts forward the research problems and introduces the research ideas and methods.The second part elaborates and introduces some basic theories and concepts in the implementation of the policy of reducing the burden of primary school students.The third part sorts out the evolution process of the policy of reducing the burden of primary school students after the new curriculum reform in China,and analyzes the relevant“burden reduction" policy in Liaoning Province.It has clear provisions on policy content and policy supervision,but it also There are certain problems.On the basis of reviewing and analyzing the evolution of the "burden reduction" policy after the new curriculum reform,this paper uses the questionnaire survey and interview method to study the implementation of the "burden reduction"policy of Dalian H Elementary School.The fourth part of the Dalian H Primary School investigation and analysis,found that the burden of policy implementation of the deviation.Due to the limitation of the burden-reducing policy,which restricts the effect of the implementation of the burden-reducing policy,the policy participants such as government,schools,teachers,children and all sectors of the society should play an interest game and make the policy implementation not achieve the expected effect.There is no strong supervision mechanism in the implementation of the burden-reducing policy,the high-cost way of supervision is single,and the rigid liability investigation system is imperfect,which also makes the burden-reducing policy implementation weak.Part five,based on investigation and research,this paper puts forward some suggestions on the status quo of the implementation of the burden-reducing policy in primary school from the policy itself,to build a good external environment for the burden,to strengthen the multi-party force among the burden-reducing and to strengthen the supervision of the burden-reducing policy.
