| Due to the limited land resources,the growth of urban development land needs to be effectively controlled.Since 2012,Chinese urbanization has entered a stage of equal emphasis on quality and speed,and new requirements have been put forward for the rational use of land resources.Under the circumstances,"Code for Classification of Urban Land Use and Planning Standards of Development Land(GB 50137-2011)" came into force on January 1 of that year.Compared with the planning standards in 1990,the new standard has stricter control over development land in small and medium-sized cities.From the perspective of implementation status of planning standards,this thesis explores the changes and influencing factors of development land in small and medium-sized cities since the implementation of the new standard,so as to provide a basis for improving the management and control policies of urban development land and scientifically promoting new urbanization.From the perspective of the number of administrative divisions,total economic output and population size,county towns play an important role in the process of promoting Chinese urbanization.As main carrier of county urbanization,there are obvious regional differences in the development of county towns in Shandong Province,and the contradiction between the demand for urban development land and the limited land resources is prominent.Therefore,taking the county towns of Shandong Province as the research object,the study focuses on the temporal and spatial differences of the non-standard situation of urban development land and its influencing factors.First,according to the topographic conditions,population size and spatial expansion pattern of land use,the 53 counties in Shandong Province in 2019 were classified.Using indicators such as exceeding standard degree,under standard degree,the proportion of exceeding standard cities,the proportion of under-standard cities,non-standard degree,the proportion of non-standard cities,this thesis comparatively analyzes non-standard situation and its change characteristics in three aspects of the urban development land per capita,single-category urban development land per capita and composition of urban development land in 2012 and 2019.The results show that,compared with 2012,the exceeding situation of urban development land per capita in county towns of Shandong Province has increased in2019.In terms of single-category urban development land per capita,the non-standard situation of residential land per capita almost has no change,the under-standard situation of street and transportation land per capita,green space and city square per capita and administration and public services land per capita are improved,and the improvement degree is decreasing in order.In terms of composition of urban development land,the non-standard situation of the proportion of industrial land and residential land are increased in order,and the non-standard situation of the proportion of green space and city square,administration and public services land and street and transportation land are improved in order.Secondly,on the basis of domestic and foreign research on the influencing factors of urban development land change,the index system of influencing factors of development land non-standard degree in county towns in Shandong Province is constructed from the perspectives of economy,population,industry and public finance.Then,the factors with significant correlation and the county classification are substituted into the partial least squares regression model to obtain the action mode and intensity of various influencing factors of urban development land per capita exceeding standard degree and residential land per capita non-standard degree,and then summarize them.The results show that GDP,population and industrial structure has a positive effect on the management and control of the urban construction land per capita exceeding standard degree and the residential land per capita non-standard degree,while the increase of income and fiscal expenditure has a negative effect.Differences in topographical conditions and population size will result in regional differences in control effects.Finally,the thesis summarizes the main conclusions,innovations and shortcomings of the research,and puts forward suggestions on the rational management and control of development land in county towns of Shandong Province,and looks forward to the direction that can be further researched in the future. |
