Research On The Improvement Of Public Service Capabilities Of Township Governments From The Perspective Of Urban-rural Integration

For a long time,in order to promote the development of urban and rural construction,the party Central Committee has carried out a series of theoretical and practical explorations of urban-rural relations in China in combination with China's actual development.The report of the 19th National Congress of the Communist Party of China proposes to "establish a sound urban-rural integration development mechanism and policy system and follow the path of urban-rural integration and development." The township government,as a grass-roots government organization in the rural areas,plays a role in supporting the integration of urban and rural areas.This paper summarizes and analyzes the changes in urban-rural relations,and summarizes and analyzes the new requirements put forward by urban-rural integration to enhance the public service capabilities of township governments.On the one hand,township governments must realize the transformation of government functions from "management" to"governance";Equalization of services.To this end,the township government must focus on improving its internal capabilities to realize the transformation of government functions and improve its explicit capabilities to achieve equalization of urban and rural public services.To this end,this article attempts to construct an analysis framework of the township government's public service capabilities from the perspective of urban-rural integration from the perspective of both internal and explicit capabilities.In the process of analysis,this paper draws on public service theory,Xi Jinping's urban-rural integration ideas,and comprehensively uses research methods such as literature review,questionnaire survey,and empirical analysis to analyze from five aspects.First,it introduces the background of the township government's public service capacity improvement under the perspective of urban-rural integration and a review of domestic and foreign research literature.Second,it explains the urban-rural integration,the township government's public service capacity and other related concepts and the theoretical basis of this study.Then,Taking L Town of Liyang County as an empirical case analysis,it is pointed out from the two aspects of explicit ability and intrinsic ability that L Town currently has poor external supply effect,insufficient internal precise organizational ability,insufficient multi-functional coordination ability,insufficient information communication ability,and democracy.The problem of inadequate decision-making ability and legal supervision ability,as well as the lack of citizen-based service consciousness of the township government,high-quality talents,clear functional positioning,lack of perfect financial system support,lack of scientific assessment mechanism and supervision mechanism,etc.Strategies;finally,according to the existing problems,we propose countermeasures to strengthen the construction of public service teams,optimize the allocation of public service resources,promote informatization and innovate the public service system,and provide constructive measures to improve the public service capacity of rural and urban governments under the integration of urban and rural areas.
