Research On The Optimization Of Social Integration Education Model For Adult Orphans Based On The Perspective Of Resilience

Civil affairs work assumes the responsibility of " guaranteeing basic security,ensuring bottom line,and benefiting people's livelihood." Children's welfare work is an important part of civil welfare system.Orphans,as the most vulnerable part of the city,their living insurance not only represents the work of the civil affairs department,but also reflects the city's ability to guarantee kindness and civil livelihood.In 2017,the Shanghai Municipal Government issued the <Implementation Opinions on the Shanghai Children's Welfare Institute's Implementation of Concentrated Fostering of Adult Orphans to Return to Social Placement Work>,which clarified the process,funding subsidies,departmental responsibilities,and safeguard measures of adult orphans' social resettlement to further promote the adult orphan society.The development of resettlement work is an important symbol that highlights the guarantee of people's livelihood,optimizes social governance,and reflects government functions.The social resettlement of adult orphans in Shanghai has been vigorously promoted under the guarantee of resettlement policies.However,the social integration situation of adult orphans after resettlement still presents a mixed picture,affecting the effectiveness of social resettlement.From this point,the importance of social integration education that adult orphans received before social resettlement became apparent gradually.This article takes the above situation as the research background,and takes Shanghai C Welfare Institute as an example.By collecting domestic and oversea cases and reading documents,it summarizes and reviews the current research status at home and abroad,and analyzes the existing problems of social integration of adult orphans,from perspective of resilience,explore the external support factors,internal advantage factors,and effectiveness factors needed for the social integration work of adult orphans,try to improve the existing model,and build an education system which is completely,structured and effectively focus on social integration education model.In the research,this article introduced the research direction and research situation of social integration of orphans in the review through literature review,and also introduced the situation of child protection and integration education in foreign countries.The concepts of adult orphans,social resettlement,social integration,and social integration education for adult orphans are defined,and the theory of resilience,social integration,integrated education,and Maslow's hierarchy of needs are used as theoretical research tools to analyze adult.The Necessity of Exploring Education Models for Social Integration of Orphans.This paper comprehensively discusses the pros and cons of the existing social integration education model for adult orphans in Shanghai through a questionnaire survey and typical case analysis,combining the three elements of resilience(external,internal,and effectiveness).This paper combines the inspiration of Shanghai with existing social integration education in Britain,the United States,Japan and other domestic provinces and cities,and explores a social integration education model suitable for Shanghai.Finally,based on the perspective of resilience,this article proposes solution which optimize and improve the social integration education model of adult orphans in Shanghai: the establishment of government departments as the mainstay of social integration education,the establishment of child welfare institutions as the core of education,and the establishment of blocks and towns based team that cares for the social integration education system,the government supports social forces to participate in social integration education,and encourages voluntary service participation in social integration education;proposes guidance for establishing an adult orphan social integration education system,and establishes community resettlement The post-social integration assessment system,the establishment of a social integration education in-process control system,and other supporting suggestions are expected to further advance the social placement of adult orphans by further optimizing the social integration education model for adult orphans,and improve the effectiveness of government departments in fulfilling their social responsibilities.
