Research On Countermeasures To Improve The Management Of Litigation Files In Grassroots Courts

Over the past 40 years of reform and opening-up,China's political,economic and cultural development has made remarkable achievements,people's living standards have been greatly improved,people's awareness of the rule of law has been continuously improved."The law,the end of the rule also.General Secretary Xi deeply summarized the lessons and lessons of the ancient and modern Chinese and foreign governance,deeply analyzed the rule of law and the success or failure of the rule of man,came to the conclusion that "the rule of law is the rise and fall of the country,the rule of law is the decline of the state",and put forward the important proposition that "the law is the biggest and most important rule of governing the country".The overall goal of comprehensively implementing the rule of law marks a new starting point for the construction of a country governed by law.In recent years,with the continuous advancement of the concept of building a society ruled by law,people's legal awareness has gradually increased,and public opinion has obviously increased its concern about all kinds of cases,and naturally has increased the degree of concern for the progress of cases.However,the court litigation file still did not go from behind the scenes to the front of the stage,the litigation file management model backward,talent shortage,file management information level lags in the problem is increasingly prominent,the open use of archives service has not been better developed,people's use of archives is still bound by the system.Although the court file has the secret nature,but its secret ity is in a period of time,the period of secrecy,the litigation file is greatly reduced,so the scope of use should be more extensive.Litigation files should not be put on the table,it should be civilian,co-cultural,only in this way,in order to meet the development requirements of the social public service system.Therefore,the proposal to improve the management of litigation files in the grass-roots court has an important guiding significance for the construction of the government's public management and service system.Based on the new public service theory,combined with the current situation of litigation file management in Dalian city court,this paper summarizes all kinds of problems and analyzes and summarizes the reasons to make reasonable suggestions for perfecting the management of litigation files.This paper is divided into seven chapters:the first chapter is an introduction,which mainly discusses the significance of the topic selection of this paper and the current situation of research at home and abroad;And the necessity and importance of litigation file management are discussed;the third chapter is mainly to investigate the current situation of litigation file management in Dalian municipal court,analysis and comparison;The fourth chapter analyzes the problems in the process of litigation file management,from the macro and micro,breadth and depth of multi-dimensional analysis of the causes;The fifth chapter introduces the enlightenment from the litigation archives management experience of other basic courts in China;The sixth chapter studies and solves the problems in the process of litigation file management,determines the target direction and puts forward countermeasures,and the seventh chapter makes a summary statement based on the previous research.
