In the 1980 s,the emergence of new technological revolution,economic globalization and financial crisis brought challenges to all countries.Western developedIn the 1980 s,the emergence of new technological revolution,economic globalization and financial crisis brought challenges to all countries.Western developed countries,led by the United Kingdom,the United States,Australia and New Zealand,started a government reform movement called "New Public Management",which gradually attracted the attention and practice of other countries.However,when the new public management theory is applied and rising in the global scope,criticism and reflection on the inherent defects of the theory also appear.At the beginning of the 21 st century,the Denharts put forward the New Public Service Theory,which is the most comprehensive and representative influence among the criticism of the New Public Management Theory.The new public service theory does not completely negate the new public management theory,but criticizes and absorbs its theoretical core,and puts forward new ideas and thoughts different from the new public management theory.Therefore,we can regard the new public service theory as the innovation of the new public management theory.This paper mainly combs the new public service theory from the perspective of innovation,which is a process of sublation.What this process shows is the theoretical expansion and degree deepening completed on the basis of the new public management theory.Therefore,on the basis of fully clarifying the connotation of the new public service theory,this paper analyzes the innovation of the new public service theory in comparing the new public management theory at the theoretical level and the practical development level through adopting the research methods of literature collection,historical context clarification and comparison.The theoretical level mainly includes the innovation of theoretical basis and value dimension as well as the innovation of the role and method of the subject and object of management.The practical development level includes the transformation of government types and the innovation of governance mode as well as the adjustment of government organization and responsibility structure and management objectives.This combination of theory and practice makes us more clear about the value of theoretical innovation of new public service,as well as the difficulties we face in this process.
