An Exploration Of The Value Transformation Of Western Government Performance Concept

In the 21 st century,with the impact of globalization and multi-polarization,governments of all countries are facing new opportunities and challenges.In the government performance management,performance evaluation plays a very important role,which plays an important role in improving efficiency,improving service quality and many other aspects.As the soul of government performance evaluation,value orientation plays an important guiding role in government performance evaluation.Therefore,this paper explores the value transformation of western government performance concept from three aspects: theoretical basis,value expression and government practice.In theory,it analyzes the concept and value presentation of government performance in each stage: From the dominant stage of classical economic concept(traditional public administration)to the innovation stage of customer satisfaction concept(new public administration),and then to the recovery stage of public service concept(new public governance),that is,the evolution of the core value orientation from "efficiency first" to "service first" to "prominent public interests".And get the characteristics and laws of the value transformation of the western government performance concept and the enlightenment to the research of our government performance concept.
