In recent decades,a variety of out-of-school training institutions began to emerge in China.Non-standard schools,students' safety and other issues brought prominent great harm to the primary and secondary school students' physical and mental health,at the same time,They greatly interfere with the order of education.In order to reduce the burden on the students of primary and middle school and regulate the development of off-campus training institutions,the ministry of education launched the special governance action on off-campus training institutions in February 2018,and then the special governance on off-campus training institutions was launched all over the country.Based on the theoretical analysis framework of Smith Model,using the interviews of the special operations executive,off-campus institutions' training staff,training of the students and their parents to conduct interviews and the study of the literature of related policies,this paper takes the special governance action of off-campus training institutions in the city of K as the research object,,after-school training institutions to K special projects the achievements,problems and reasons analysis from the policy text,actuators,target groups and policy environment in four aspects,using the experience of governance of Haidian district of Beijing,Guangzhou,On this basis,the author analyzes the reasons and puts forward to the corresponding countermeasures and Suggestions\standardize the off-campus training institutions.First,to improve the relevant policy text;Secondly,the capacity of executing agencies should be enhanced;Thirdly,the communication with the target group should be strengthened.Finally,create a good environment for policy implementation.The value of this paper lies in finding out the problems existing in the special governance of off-campus training institutions in K city,and objectively analyzing the reasons from multiple perspectives.It has certain guiding significance for the special governance of off-campus training institutions,and enriches the theoretical research on the norms and governance of off-campus training institutions.
