Research On The Optimal Regulation Path Of County-level Three-generation Function Space Based On "double Evaluation"

With the evolution of industrialization and urbanization,China's land use pattern is shifting from production-oriented to a pattern coordinated by ecological protection,intensive production and livable life.The scientific layout of production-production space as an important task of territorial space planning appears in the document.At the same time,in the current our country is put forward by resources and environment carrying capacity evaluation and land development suitability evaluation(hereinafter referred to as "double evaluation")on the basis of constructing national spatial planning system under the big background,how to effectively carry out the "double evaluation",exert its bottom line in the structure of optimal national spatial development constraints,and to support scientific guidance role in the attention of many scholars.However,on the one hand,"double evaluation" has the characteristics of insufficient contribution in practice,and on the other hand,the logical relationship between territorial spatial planning,"double evaluation" and eco-ecological space is not clear,which makes the concept of eco-ecological space seriously insufficient in the basic research,compilation process and achievement embodiment of territorial spatial planning.Based on this,this paper carries out research in the following aspects:(1)On the basis of sorting out the evolution process of "dual evaluation",the logical correlation of production-production space and territorial spatial planning,it tries to build a theoretical model integrating the three aspects;(2)based on "double evaluation" technical guide,introducing the ideas of "good" adaptability index evaluation system,optimization,constructing evaluation model,"junior" subsystem in the county junior space resource environmental bearing capacity is calculated with land development suitability evaluation,on plantation-life-ecological space,to identify the status quo use conflict,grasp the land and space resources utilization;(3)Try to delimit ecological protection red line and permanent basic farmland red line as rigid constraints of layout to guide the location of different functional Spaces;(4)classification prediction under resource constraints load-bearing scale of production-life function space,as the bottom line,to guide national spatial development strength,for the county "stroke" functional space structure optimization recommendations,in order to achieve both efficient use of land and resources,a good space provide decision-making basis for optimal allocation of connotative development,also for target to carry out the national spatial planning is proposed.
