The establishment and implementation of the civil service system is a major event in the political life of Kyrgyzstan and an important link in the political structural reform of the Kyrgyz government? The civil service system is an important part of the political system and also the core content of the administrative system reform in Kyrgyzstan? Young and gestates great development needs of Kyrgyzstan toward where civil service system development,not only for political science,management,law,human resource management,and other disciplines to provide abundant theoretical nourish and real material,are more likely to Kyrgyzstan's political system,administrative system and political system influence the core competitiveness of the state and society fundamental factors such as substantive effect? Therefore,it is of great theoretical value and practical significance to explore the changes and development of the civil service system in Kyrgyzstan,especially the space,direction,path and specific measures for the development of the civil service system in Kyrgyzstan after the promulgation of the Civil Service Act of Kyrgyzstan ? Based on the theories of institutional change,government innovation,and public service,this paper analyzes the changes of the civil service system in Kyrgyzstan by means of literature analysis,comparative analysis and other methods,and mainly does the following work:Firstly,this paper analyzes the reasons for the change of the civil servant system in Kyrgyzstan,which mainly include the following aspects: firstly,to meet the requirements of social and economic development,and to meet the requirements of the people for the improvement of the work efficiency of civil servants;The second is to improve the level of modern political governance system in Kyrgyzstan and enhance the administrative capacity of the government? Third,in order to respond to the development trend of the international community,to conform to the international civil service system;The fourth is to play a role as a benchmark among central Asian countries and promote the competitiveness of the Kazakh government?The fifth is to promote the positive energy output of news and public opinion propaganda? Secondly,the paper makes an understanding of the evolution of the civil service system in Kyrgyzstan? This paper interprets the evolution of the civil service system in Kyrgyzstan from seven stages: gestation,establishment,growth,maturity,transition,development and exploration? Thirdly,it analyzes the law of the change of the civil service system in Kyrgyzstan from the perspectives of centralization system and authority promotion ? Fourthly,it analyzes the shortcomings and causes of the civil service system change in Kyrgyzstan? Fifthly,this paper analyzes the changes and management systems of civil service in The United States,Britain,Japan and China,and points out the reference significance of the changes and management of civil service in these countries to Kyrgyzstan?...
