Promoting the innovation of private enterprises is an important responsibility of government.Industry university research cooperation is an important way for private enterprises to innovate.The state calls for innovation and development,and promotes the modernization of national governance system and governance capacity.Based on the improvement of the government’s responsibilities,this paper studies the positioning and performance of the government’s responsibilities.This paper analyzes the new public service theory,guiding government theory and regional innovation system theory.The integration of industry,University and research of private enterprises is the focus of government responsibility improvement.The government should define its own responsibility.Starting from reality,we should do a good job in guiding,serving,coordinating and supervising.In terms of human,material and financial resources,it provides help and support for the innovation and development of Hangzhou.In the main part of the article,it focuses on the integration of industry,University and research innovation of private enterprises.Analysis of Hangzhou municipal government duties.The achievements in five aspects are summarized.This paper summarizes the experience of San Francisco,Haiding District of Beijing and Ningbo City of Zhejiang Province.A questionnaire survey was conducted among 121 managers of private enterprises in Hangzhou.Four vice presidents of enterprises in Hangzhou were interviewed.The paper analyzes the problems existing in the guidance responsibility,service responsibility,coordination responsibility and supervision responsibility of Hangzhou.The reasons for the deficiencies are analyzed.The paper puts forward some suggestions.Learn from the successful experience of other cities in China and abroad.Combined with the actual situation of Hangzhou city。Hangzhou local government should deepen the guidance responsibility,innovate the service responsibility,strengthen the coordination responsibility and improve the supervision responsibility. |
