Research On The Problem Of Smart Elderly Care Services In S District, Qingdao

While the level of economic and social development in China is increasing,the aging problem is also becoming more and more prominent,facing a serious situation such as "old before ready","old before rich",and "no one is aging".In addition,the increasing life expectancy of the population,the miniaturization of the family structure and the increase of women's participation in the labor market have made the traditional retirement methods unable to cope with the increasing "silver hair wave".In 2013,our government officially launched the first batch of "smart city" pilot city construction project,and smart elderly care,as an important part of the "smart city" construction,began to enter the public and academic circles and attracted attention.As a new type of elderly care,smart elderly care can improve the relevance and effectiveness of elderly care services,achieve economies of scale and scope with the help of Internet,Internet of Things,big data and other modern technologies,and point out a new direction for solving elderly care problems.However,the overall development of smart elderly care is still in the exploration stage,and while certain results have been achieved,there are still many problems that need to be further improved and developed.As one of the cities with rapid aging development and more prominent aging and empty nesting in China,Qingdao city has actively participated in the pilot of smart elderly care policy at the beginning of the national advocacy of developing smart elderly care service and has achieved certain results.This study takes the wisdom elderly service in S district of Qingdao as the research object,adopts literature research method,case study method,questionnaire survey method and interview method,and is guided by Maslow's hierarchy of needs theory,welfare pluralism theory and new public management theory to systematically investigate the development status of wisdom elderly in S district.Through the survey,this study summarized the overall progress of smart elderly care services in S district of Qingdao,and investigated the basic information of elderly people in S district of Qingdao,the use of smart elderly care services and the awareness of smart elderly care.By interviewing the staff of the wisdom elderly care service platform in S district of Qingdao to understand the operation of the platform and the use of wisdom elderly care service,the problems of wisdom elderly care service in S district were explored and refined,mainly including the lack of post-event supervision and imperfect management mechanism,low awareness and utilization of wisdom elderly care service,limited data interconnection and interoperability of wisdom elderly care platform,construction of elderly care service professional talent team The problems include the lack of post-event supervision,the lack of perfect management mechanism,the low awareness and utilization rate of smart elderly care services,the limited data interconnection and communication of smart elderly care platform,the lack of professional elderly care personnel construction,the low participation of elderly care service enterprises and voluntary forces.On this basis,the causes of the problems are analyzed,including insufficient government top-level design and financial subsidies,lack of targeted publicity of smart elderly care services,insufficient intelligence of the smart elderly care platform,insufficient incentive mechanism for cultivating professional talents,and lack of motivation and enthusiasm of social forces to participate.On this basis,the recommendations for optimizing the smart elderly care service in Qingdao S district are proposed: strengthen the policy guidance and financial subsidies,establish a long-term publicity mechanism for the smart elderly care service,improve the construction of the comprehensive platform for the smart elderly care service,cultivate the professional talents for the smart elderly care service,and explore the cooperation and win-win mechanism of social entities.In order to promote the further improvement of wisdom elderly service in S district of Qingdao city,and then provide case studies and experiences for the future development of wisdom elderly service in China.
