In July 2010,the speech delivered by US Secretary of State Hillary Clinton at the ASEAN Regional Forum in Hanoi,Vietnam,became a sign of the change of US South China Sea policy.The speech showed that the United States was more worried about its freedom of navigation in the South China Sea,and has also adopted the attitude of "choosing sides" on the territorial issue of the South China Sea.The U.S.South China Sea policy has changed from a neutral stage,a limited intervention stage to an active intervention stage.Under the background of the domestic economic crisis and the challenge of the dominant position in the Asia Pacific region,the adjustment of the US South China Sea policy is an important part of its "Asia Pacific rebalancing" strategy.Through its comprehensive South China Sea policy,the United States is trying to achieve its strategic objectives of dominating the order in the Asia Pacific region,maintaining American hegemony and containing China's development.Under the strategy of "Asia Pacific rebalancing",the disputes in the South China Sea have changed with complexity,internationalization and intensification.The rise of the geopolitical position of the South China Sea,the eastward movement of the U.S.global strategy and the adjustment of China policy constitute the reasons for the policy adjustment of the South China Sea.Under this strategy,the South China Sea Policy of the United States mainly reflects in adjusting military alliance,strengthening political multilateral and bilateral relations,launching public opinion and discourse game,strengthening economic ties in Asia-Pacific region.The adjustment of US policy on the South China Sea highlights the characteristics of deepening US intervention on the South China Sea issue,expanding the scope of intervention,and obvious intention towards China.The policy adjustment,to a certain extent,shows the strategic demands of the United States and reflects the urgent interests of the United States in the region.But its policy adjustment also faces resistance from domestic and abroad,especially China's resolute defense of national interests on the South China Sea issue,which affects the implementation of US policy.Of course,the adjustment of the South China Sea Policy of the United States has also brought some negative effects: it has intensified the contradiction between China and the United States,destroyed the order of the South China Sea region,and widened the relationship between China and Southeast Asian countries.Facing the adjustment of the South China Sea policy,China should adhere to the national interests,actively respond to it and promote regional peace and development.
