Problems And Countermeasures For Local Governments To Cultivate New Professional Farmers

Issues concerning agriculture,rural areas and farmers are the keys to achieving China's modernization and building a well-off society in an all-round way,being one of the government's priorities.The issue of farmers is among the essential issues concerning agriculture,rural areas and farmers,namely,the issues of rural talents.At present,high-quality talents of agriculture are relatively short.Therefore,cultivating a group of new professional farmers that each has a good basic education,understands both agricultural techniques and business operations is required nowadays.Being the national urban and rural comprehensive reform pilot area as a whole,the government's cultivating new professional farmers could provide the human resources guarantee to the urban-rural integration of Chongqing Municipality,and the realization of the its agricultural modernization.And it is with reference significance to other provinces.Starting from the definition of the new professional farmers,this paper uses literature review,investigation method,data analysis and some other methods to study the new professional farmers based on local government's role theory,human capital theory and public goods theory.It analyses the present situation that the local(Chongqing Municipality)governments cultivate new professional farmers and focus on the problems in the local(Chongqing Municipality)governments' cultivating new professional farmers,thus,puts forward the corresponding countermeasures to promote the efforts.Seven parts have been divided here in my paper.The introduction belongs to the first part.It introduces the research background,its purpose and the significance mainly,and summarizes the domestic and foreign research situation.Also it clarifies the research methods and technical route,and the possible innovations and deficiencies are offered by this means.The second part elaborates the related concepts and theoretical basis of cultivating new professional farmers.First,it starts from the definition of farmers and traditional farmers studied at home and abroad,the definition of professional farmers,to the definition of new professional farmers' study.Its theoretical basis are mainly from local government's role theory,human capital theory and public goods theory.The third part is mainly to elaborate the current situation of local government's cultivating new professional farmers in Chongqing Municipality.Among them,one is about the overview of the basic situation of Chongqing Municipality.The other is the significance that the local(Chongqing Municipality)government's cultivating new professional farmers in Chongqing.The next is about the current situation that the local(Chongqing Municipality)government's cultivating new professional farmers,which includes the general information of the rural labor force of Chongqing Municipality,the condition that local government's cultivating new professional farmers in Chongqing Municipality,and the training questionnaire of new professional farmers in Chongqing Municipality(The 2016 Young Farmers' Traing Programs of Chongqing Municipality).The fourth part applies fishbone diagram to analyze the existing problems in local(Chongqing Municipality)government's cultivating new professional farmers.The fifth part summarizes the related practices of cultivating professional farmers from United States,Germany,South Korea,France and its enlightenment to the local governments of Chongqing Municipality.The sixth part is to put forward the concrete countermeasures from the aspects of the role of government,policy system,cultivating funds,training teachership,participants selection,cultivating models,management system,and identity management,based on the experience of cultivating professional farmers from developed countries.The seventh part comes the conclusion and discussion,and it also points out the research in the next step.The conclusion focus on the eight specific aspects to improve the efforts of local(Chongqing Municipality)governments' cultivating new professional farmers.The discussion points out that the next step research should emphasis on the qualitative research of the local governments' roles,refinement of subsidize policies and supportive policies,and cultivating mode innovation.This paper studies cultivating new professional farmers from the perspective of local governments has a certain perspective innovation,and it must be a technology highlight to list the existing problems using fishbone diagram.
