Research On Government Responsibility From The Perspective Of Co-governance

The Third Plenary Session of the 18 th CPC Central Committee replaced the "management" that has been used all the time with "governance",which means that the one-way management subject turns to the multi-dimensional management subject.Governance interprets the democratic elements of participation,interaction and consultation of multiple subjects in public affairs.The emergence of "governance" meets the needs of China's social development.From the 17 th CPC National Congress to the18 th CPC National Congress,which mentioned people's sharing,to the Fifth Plenary Session of the 18 th CPC Central Committee,which proposed "building a social governance pattern of joint construction and sharing by the whole people",to the 19 th CPC National Congress,which added "co governance" for the first time on the basis of the social governance pattern of joint construction and sharing,and proposed to build a social governance pattern of joint governance and sharing.The proposal of CO governance means that the governance environment and governance concept have changed.Multiple subjects need to participate in social governance and give full play to governance efficiency.Co construction,CO governance and sharing is a new adaptation to the construction of socialist market economy and a new way to China's social development and changes in social relations.Co construction is the foundation,CO governance is the means and sharing is the goal.Therefore,CO governance is the key to the construction of social governance pattern.This paper takes the co governance of government and social forces as the research domain and the government responsibility in CO governance as the research object.Based on the systematic interpretation of the concepts and characteristics of CO governance and government responsibility,this paper analyzes the content and objectives of government responsibility in the co governance perspective,analyzes the current situation of government responsibility performance in the co governance perspective,and finally puts forward the countermeasures to optimize the performance of government responsibility.
