Research On Community Grid Governance In Jianye District, Nanjing

With the economic system reform in our country to accelerate into the deep water area and the critical period,as well as the rapid improvement in the level of urbanization,based on the traditional "unit system" and "Jie Ju" grassroots social governance model has been unable to cope with an increasingly dynamic,diversified and complicated social contradictions,a lot of social problems cannot get timely solve accumulation at the community level.Therefore,in China's "Twelfth Five-year Plan",the community service system construction planning is also listed as a key task and key projects.Therefore,how to design a set of grass-roots governance model in line with China's national conditions has become an urgent issue to be solved nationwide.In the face of grassroots social governance problems,local governments are also carried out a series of innovation and attempt,and the Beijing dongcheng district began the "grid management" mode is in such a background emerge from many innovation management mode,and on a national scale and rapid popularization of a new type of social governance mode.This article takes nanjing jianye district Z community as the research object,from the definition and evaluation standard of grid management,and based on the literature research and empirical research method to obtain first-hand information,describes in detail the grid management in the actual situation of Z community to run and practice methods,and sums up the grid management in the community party building,community service,as well as multiple league.However,in the process of applying the grid governance mode to community governance,the Z community also encountered a series of problems,such as the grid members' multiple responsibilities,the poor execution of the grid governance team,the generalization of management functions,and the poor information collection channels within the grid.The main reasons for the above problems are as follows: the grid management is heavy with administrative color,the performance appraisal system and salary system are not perfect,the responsibility of grid members is not clear and the information platform is not perfect.In order to explore the realistic path to improve the level of grid-based governance in Jianye District,this paper studies the outstanding achievements and characteristic practices in the process of grid-based governance in Dongcheng District,Beijing,Zhoushan City,Zhejiang Province and Changning District,Shanghai,and summarizes the governance experience that is worth learning in Jianye District,Nanjing.Through the above research,it is found that in order to comprehensively improve the level of grid governance in Jianye District,the following five concrete measures can be adopted step by step: first,to strengthen the role of Party building in the process of grid governance and fully mobilize the enthusiasm of Party members in the grid to serve the masses;Second,dilute the administrative control color in community grid governance,internalize the concept of "service" into the whole process of grid governance,and encourage residents to actively participate in community autonomy;Thirdly,the evaluation and supervision mechanism should be improved to fully stimulate the working enthusiasm and professional identity of grid workers by using the advantages of the system.Fourth,establish a high-quality team of grid members,optimize the access and training mechanism of grid members;Fifth,improve the information platform of grid governance,and break the information barriers between horizontal departments while ensuring information security,so that the multi-level joint governance can be fully played in the grassroots social governance.
