With the constant on-going of the administrative reform of the public security system in our country, the performance appraisal of people's police has accepted wide attention in the public administration as an effective managing tool. Under the general circumstances of legalization and formalization constructions of public security authorities, the country, the society and the public has raised higher requirements to the steet-level police substation. The people's police in the steet-level police substation of the public security authorities are having heavier and heavier works and it has more demanding for the team construction. Therefore it is fundamental that a systematic performance appraisal and motivation system can be set up so that it can solve the current issues regarding different work standard and same pay for different work loads among policemen. From 2004, Tianjin Public Security Bureau started to implement the performance appraisal for all staff, studied and implemented the method of performance appraisal for departments directly under control of the Bureau and the police stations. This has placed a positive role in improving the working efficiency. The steet-level police substation are taking five functions which are discovery, control, maintenance, handling and service and are the most importantly functional"cell". In order to do the performance appraisal of people's police working in police substations in the fair way, a set of performance indicators system should be set up to reflect the performance appraisal of people's police of police substations in the scientific way.Basing it, the author uses the performance management theory and has conjunction with the working experiences of the years and bases on the practical outcome of Tianjin police team management , studies each position, determines the evaluation elements scientifically, calculates the project overweight factor and optimizes the evaluation standard and tries to make sure that the research results are scientific, comprehensive and logic. The operation principle, content and method have broken through the conventional model. It is a good study of the performance appraisal system for the people's police working in police substations and also very practical.
