Compulsory education stage teacher intercollegiate exchange policy is to improve the quality of its regional education,improve the regional education balanced degree is one of the important measures,to success for any policy is directly related to whether the policy implementation in place.Although each teacher intercollegiate exchange area of the policies and measures have been issued and implemented,but uneven area education phenomenon is still serious,regional education quality is not satisfactory.In this background,this article focuses on teachers intercollegiate exchange policy execution problems in middle school and its countermeasures.In this paper,through literature research,questionnaire investigation and interview method to education equity theory,education efficiency theory as the theoretical basis,this article discusses the concept of middle school teachers intercollegiate exchange policy,policy characteristics,background and significance,analysis of middle school teachers' current investigation intercollegiate exchange policies in the process of execution,analysis from the perspective of education policy implementation problems arising from the high school teachers intercollegiate exchange.Finally,from the policy propaganda,evaluation mechanism,incentive system,democratic supervision,and so on four aspects to put forward the strategy of optimization of policy implementation.To expect to teachers intercollegiate exchange policy execution later can effectively raise the quality of regional education and realize the equilibrium of education teaching quality in the area of high level.
