| Poverty is one of the key issues facing global development today and a dilemma that must be solved to maintain sustainable development.The Chinese government has always attached importance to anti-poverty.Today,educational poverty alleviation as an important measure to get rid of the intergenerational transmission of poverty has been included in the national strategic plan for poverty alleviation.The developlent of educational poverty alleviation in various parts of China has also shown different development trends,and each has its own splendor.During the "Ninth Five-Year Plan"period,Hong Kong and Macao have returned one after another.Under the policy arrangement of "one country,two systems",each of them has achieved great results in the developlent of educational poverty alleviation.This compares the education poverty alleviation policies of Hong Kong and Macao and discusses its development.The common characteristics of China hope to provide reference value for the development of China’s overall educational poverty alleviation and the smooth implementation of "one country,two systems".This research is mainly carried out from four aspects:The first part is the introduction.Based on the actual problems of global poverty and the broad needs of poverty alleviation,define the core concepts on the basis of colbing current correlative research from home and abroad.This paper expounds the value orientation and research significance of educational poverty alleviation measures.and generally introduces the research ideas and methods of this study.The second part is mainly based on literature analysis to discusses the status of education poverty alleviation policies in Hong Kong and Macao.It explores from the four dimensions about developlent process,important subjects,institutional arrangements and implementation characteristics.The development process lainly explores the evolution process of the development of education poverty alleviation policies frol the colonial period before the reunification to the post-retunrn in Hong Kong and Macao,and divides the time period according to the development of different historical nodes;The research on the main body of educational poverty alleviation is mainly analyzed fron both government and non-governmental organizations;In terms of institutional arrangelents,the research on the construction of educational poverty alleviation systels in the two places is carried out from three levels:legal guarantee.strategic plan and assistance plan;Finally,it summarizes the implelentation characteristics of the education poverty alleviation policy in Hong Kong and Macao.In the third part,based on the research of the last two chapters,based on the comparative research methods,this part conducts a comparatively in-depth systematic study on several important parts of the education poveity alleviation policy in Hong Kong and Macao,through systematic summarization,it presented the similarities and differences between the education poverty alleviation policies of the two places.Through the research and analysis of education poverty alleviation policies in Hong Kong and Macao,and looking into the future trend of educational poveity alleviation development in the two places,tend to learn from its rational and scientific methods to further improve the educational poveity alleviation systel in the Mainland.In the fourth part,this chapter mainly reviews and reflects on the developlent status and actual predicament of Mainland’s current educational poverty alleviation from the perspective of the development of education poverty alleviation policy in China.On this basis,it analyzes and summarizes the enlightenment of Hong Kong and Macao to the mainland in the field of education poverty alleviation policy,and finally to improve China’s overall educational poverty alleviation system from the macro level.To a large extent,this paper studies the promotion of China’s educational poverty alleviation integration by analyzing the reality of Hong Kong and Macao educational poverty alleviation development to study the overall educational poverty alleviation model in China.In the era of knowledge economy in the 21st century,Hong Kong and Macao’s development has strengthened its ties with the Mainland in various aspects,and constantly seeks exchanges and cooperation with the Mainland in education and development.This article adheres to the theoly of Marxist socialism and on the basis of safeguarding national interests.To analyze the sililarities and differences between Hong Kong and Macao education poverty alleviation policies,explore the characteristics of educational poverty alleviation development frol the perspectives of development history,important subjects,insititutional arrangements and implementation characteristics,and summarize the development experience and enlightenment that is beneficial to our educational poveity alleviation measures.In order to promote the overall education poverty alleviation policy in China,the system has been co-promoted and resonated with the concept. |
