With the rapid development of China's society,the close relationship between human and society has been highlighted.The Third Plenary Session of the 18 th CPC Central Committee deployed the guiding ideology of comprehensively deepening reform and promoting the modernization of governance system and governance capacity.The effective governance of a country is inseparable from the public participation of social individuals.The new ideas of the new era have highlighted the need for citizens to become social people."Strong youth,strong country",in order to the future prosperity and development of the country,we must pay attention to the junior high school students' public participation quality,shape the junior high school students' sense of social responsibility,public participation consciousness,improve the practical ability.The 18 th National Congress of the Communist Party of China proposed the core quality of the development of middle school students.The public participation quality was taken as the behavior link of middle school students,which was the external embodiment of political identity,scientific spirit and legal consciousness.Therefore,the important position of public participation quality can be seen.As the key subject of cultivating junior middle school students' public participation quality,morality and rule of law urgently requires that the teaching of morality and rule of law should pay attention to the cultivation of public participation quality.At present,the cultivation of public participation literacy is still hindered by some objective factors.Starting with the classroom teaching of morality and rule of law in junior high school,this study will analyze the factors affecting the cultivation of public participation literacy and try to provide solutions.This study will discuss from four aspects:The first part is the introduction.This part starts the chapter of discussion from the research background,analyzes the requirements for cultivating public participation literacy under the overall environment,and expounds the theoretical and practical significance of this study.Secondly,through literature review,the research status at home and abroad is sorted out.Finally,we choose the research methods and find the research features.The second part is the overview of relevant theoretical basis.This study defines the concepts related to public participation literacy,analyzes the theories of educators and psychologists,expounds the theoretical basis needed for this study,and discusses the necessity of cultivating public participation literacy of junior high school students.The above provides an important theoretical basis for this study,paving the way for investigation and analysis as well as countermeasures.The third part is the problems and reasons of cultivating students' public participation literacy in moral and legal course in junior middle school.This paper investigates the current situation of cultivating students' public participation literacy in middle school morality and rule of law course,obtains first-hand data through interviews and classroom observation survey,obtains the problems of cultivating students' public participation literacy,and then analyzes the reasons behind the problems,so as to put forward targeted strategies.The fourth part is the strategies of cultivating students' public participation literacy in junior middle school moral and legal course.This part points to the problem and puts forward four strategies for teachers' teaching,including teachers' attention,teaching methods,teaching resources and teaching evaluation.Hope to provide reference for the teaching of teachers.
