This article investigates and analyzes local Chinese language teachers in Zambales National High School and Castellijos National High School,in Zambales Province,Philippines.The basic survey includes personal information,working motivation,wages,professional identity and career planning,Chinese language teaching situation about local Chinese language teachers and Chinese language training,supervision and assessment that they have accepted.Through investigation,local Chinese language teachers have problems in emotion and attitude,professional knowledge,and professional ability of Chinese language teaching.In the aspect of emotion and attitude,some of them are experiencing burnout and have reduced professional happiness.In terms of professional knowledge,they have weak Chinese knowledge foundation,solid Chinese knowledge,and lack of understanding of Chinese culture and national conditions.In terms of professional ability of Chinese teaching,they lack a systematic Chinese teaching goal and plan,and sufficient pre-class preparation and excessive use of translation methods for teaching.The reasons for these problems are not only related to the local Chinese language teachers themselves,but also related to the external educational environment.The internal reasons are that local Chinese language teachers have a long-term teaching experience and serious non-professionalism of Chinese language,and they also teach other subjects that results in their heavy teaching tasks.The external reasons are as follows: the existing problems in the training model of Chinese language teachers,lacking of effective supervision and assessment for local mandarin teachers and lack of funds for Chinese language education in schools,lack of channels to understand Chinese culture and national conditions.In response to these problems and reasons,this article suggests that measures should be taken from the Philippine Ministry of Education,the AUF Confucius Institute and local Chinese language teachers.First of all,the Philippine Ministry of Education should expand the number of local Chinese language teachers and introduce a competition mechanism for local Chinese language teachers,as well as provide more financial support for Chinese teaching and increasing the salaries of local Chinese language teachers.Except that,the government also should develop a unified assessment for local Chinese language teachers' system.Secondly,as for Confucius Institutes,it is necessary to strengthen the training of local Chinese language teachers and the development of Chinese teaching materials and teaching resources.The Confucius institutes must cultivate more professional Chinese language managers.It also can encourage public schools to develop into Confucius class.In terms of local Chinese language teachers,they had better establish positive professional values to strengthen the identity of Chinese language teachers and change the traditional teaching methods to use direct methods,situational methods,and communicative methods for Chinese language teaching and clarify the ideals of Chinese education and often reflect on teaching.In short,local Chinese language teachers in national high schools in Zambales Province are the main undertakers of Chinese teaching and they have an important influence on students' Chinese learning and the development of Chinese teaching in schools.Only by solving the problems of local Chinese language teachers and changing the status quo,can local Chinese language teachers be further developed and promote the development of Chinese teaching in national high schools in Zambales Province.In addition,as part of the local Chinese language teachers in public middle schools in the Philippines,the problems of local Chinese language teachers in Zambales Province have been improved,which has a reference and promotion effect on the construction of the entire local Chinese language teacher team,and is also conducive to the long-term and sustainable development and development of Chinese language teaching in the entire national high schools in the Philippines.
