As an indispensable part of school HR management teacher performance appraisal(TPA)is a key index of education assessment.TPA is a process of assessing teachers ' overall performance with scientific methods and means in aspects of their professional characteristics,educational objectives and the specific tasks of education and teaching through standardized procedures.Specifically,TPA of class teachers,who are the managers of students' academic learning and organizers of collective activities,focuses on class management and morality education.At the same time,class teachers also prepare lessons,teach and collect feedback after class.Therefore,TPA of class teachers calls for refined regulations,and effective,reliable operation scheme.Scientific implementation of the TPA of class teachers can inspire their enthusiasm,initiative and creativity,and promote the healthful team development of class teachers.A study was conducted on the attitude towards TPA among 247 class teachers form ordinary secondary schools in a District of Dalian.A questionnaire,designed with the consultancy of predecessors' research and the in-practice TPA for class teachers here in Dalian,taking into consideration of school leaders' opinion,was formulated to learn about the status quo of teachers' attitude toward TPA.Data collected were analyzed descriptively through the IBM SPSS Statistics 23.0,T Test,and Chi Square Test.It is found that more than half of the respondents are satisfied with the current TPA method,and the other few who are unsatisfied mainly because the key performance indicators(KPI)are unscientific;the assessors are soly from school moral education department;quantitative assessment outweighs qualitative assessment;attendance and the students' academic performance account for too large a proportion.The results of the TPA are directly linked to performance salary,but not to promotion or awarding.It is concluded through the study that the TPA of class teachers in junior middle schools in Dalian is somehow unsatisfactory in aspects like unscientific and imperfect criteria,formalistic performance,intervened and impeded feedback channels.This study analyzes the causes of the above problems,and puts forward countermeasures.They are as follows: To improve the incentive mechanism to stimulate class teachers from passive acceptance into active participation;to diversify appraisal subjects to strengthen the objectivity and comprehensiveness of the appraisal;to balance quantitative appraisal and qualitative appraisal;to improve and refine the assessment content to strengthen the reliability of the assessment;to make reasonable use of theassessment results and timely provide feedback to the class teachers to help promote their professional development.
