In the school education,school physical education plays an irreplaceable role in other subjects.It has always been the focus of school physical education to implement school physical education and develop students' physique.However,affected by the factors such as the urban and rural dual structure in our country,the current situation of the development of school sports present imbalance between urban and rural areas.Rural school sports development is bad which affects the balanced development of the school education.This study based on the current situation of rural schools in Hubei sports.The research objects are the school physical education teachers,school leaders in rural areas in Hubei and the relevant persons in charge of style council.And this study takes the methods of questionnaire investigation,interview and on-the-spot investigation method to investigate and analyse,and put forward the ways to solve the problems.The results of the study showed the points:1.The physical education teachers in rural schools in hubei province are mainly young teachers,but professional physical education teachers and physical education teachers are relatively scarce,the curriculum burden is heavy,and the salary and professional ability need to be improved.2.Hubei rural school sports facilities and equipment are poor.There are still a part of the schools' runways are made by coal cinder or soil.Other sites are less configured.And they are lack of the regular maintenance and replacement.3.Physical education courses in rural schools in hubei are not offered in strict accordance with national requirements.The usage rate,the implementation rate of physical education textbooks and teaching plans are not high.And there is still "free-range" teaching.4.Rural school sports extracurricular activities in Hubei carries out badly.Time for extracurricular activities does not meet the national requirements;The organization form of extracurricular activities is loose;Extracurricular sports training and participation in the competition is less.5.School physical education in rural areas in Hubei is lack of related system.The sports competition system,management system,appraisal system and so on are tobe improved.Based on the analysis of the present situation,the construction of teachers needs to be improved,inadequate school sports facilities;The situation of physical education courses is worrying;School sports extracurricular activities are less,students exercise time can not be guaranteed;The school sports system needs to be built.The reason may be the influence of the urban-rural dual economic structure,the imperfection of policy system and the deviation of policy implementation.Aiming at the above problems and influencing factors.With the help of the multi-center governance theory,the author proposes the following governance path to jointly promote the balanced development of urban and rural education through the collaborative cooperation at the macro level(the government level),the middle level(the social level)and the micro level(the rural schools in hubei):Macro level: In the context of balanced development of education,we should resolutely implement national policies and principles and has changed from management to governance;We will increase input in basic physical education conditions in rural schools.The accountability mechanism of school physical education development should be established to promote the development of rural school physical education in Hubei.Middle level: In order to realize the balanced development of urban and rural education,the society need to strengthen the social participation in the development of school sports and to create the whole society's concern and provide help for the rural school sports atmosphere.Increase the inclination of social resources to rural school sports.We will strengthen inter-school cooperation between urban and rural areas and foster a cooperative atmosphere in which leaders attach importance to resource sharing and capacity improvement.Micro level:In order to realize educational equity,we should start from improving our own governance ability.We are able to improve the school's internal governance ability,set up local characteristic physical education curriculum.School physical education curriculum and extracurricular physical activities should be effectively connected between each subject.To implement the mechanism of continuing education for physical education teachers,We need yo build a "trinity" linkage mechanism.
