On March 18,2019,General Secretary Xi Jinping presided over a symposium for teachers of ideological and political theory in schools and stressed that "ideological and political theory is a key course to cultivate morality and cultivate people".He stressed that the role of ideological and political theory is irreplaceable and the teachers of ideological and political theory have great responsibilities.In recent years,in order to strengthen the policy support for the construction of primary and secondary school teachers,the government has successively issued the Support Plan for Rural Teachers(2015-2020),Opinions on Comprehensively Deepening the Reform of Teacher Team Construction in the New Era and the Action Plan for Revitalizing Teacher Education(2018-2022).The purpose is to emphasize the importance of building a team of rural teachers to improve the quality of rural education.However.When focusing on the construction of teachers of moral and rule of law course in rural primary and secondary schools in D city,many problems have been found.Therefore,how to strengthen the construction of moral and rule of law teachers,and reasonably construct a path to satisfy the construction of moral and rule of law teachers in rural primary and secondary schools in D city,is an important topic in the stage of rural compulsory education.Using the method of investigation and research,this study selected a total of 92 teachers of morality and rule of law from 7 rural middle schools and 12 rural primary schools in D city as the research objects.Through field investigation and interview,this study found out the problems existing in the construction of the teachers of morality and rule of law in rural primary and secondary schools in D city and the reasons for this phenomenon.This paper tries to provide reference for improving the construction of teachers of moral and rule of law course in rural primary and secondary schools in D city.In the process of study,the researchers of urban primary and secondary school moral and class teachers' data of the rule of law and morality and the rule of law of rural middle and primary school class teachers' data were collected and analyzed,and the individual school's principal,director of the teaching,the teacher has carried on the interview respectively,after comprehensive analysis found that D city,morality and the rule of law of rural middle and primary school class teachers team construction exist the following problems:(1)The policy is not perfect enough;(2)The team structure is unreasonable;(3)the subject status of morality and rule of law is not high;(4)There are problems in teachers themselves.The main reasons for the construction of the teachers of morality and rule of law in rural primary and secondary schools in D City are as follows :(1)the influence of government departments;(2)the influence of school management;(3)the influence of society;(4)The influence of teachers themselves.As a researcher,I would like to put forward some suggestions on this issue,hoping to provide help for the construction of the teaching team of morality and rule of law in rural primary and secondary schools in D city or other disciplines :(1)optimize the team structure;(2)To improve the team's ability;(3)Increase investment in education;(4)Promote team communication;(5)Strengthen professional development.
