As an important force to promote public welfare and charity,the public welfare performance of social organizations is affected by multiple factors such as organizational resources,organizational capacity and cooperation.In this view,this paper aims to answer the following two questions:What is the impact of the attributes of inter-organizational cooperation on the public welfare performance of social organizations?Through what mechanism do the attributes of inter-organizational cooperation affect the public welfare performance of social organizations?According to the previous literatures,the inter-organizational cooperation is beneficial to the improvement of social organization's public welfare performance.Nevertheless,there exists limited research focused on the influence of different attributes of inter-organizational cooperation on social organization's public welfare performance and its mediating mechanism.Accordingly,this paper is going to introduce resource-gaining capability as an intermediary variable and argues that the attributes of inter-organizational cooperation have a positive effect on the public welfare performance of social organizations,which can influence public welfare performance via the intermediary mechanism of resource-gaining capability.In term of methodology,both quantitative and quanlitative methods are applied to this research.The statistical results of large sample data show that the number of collaborators,cooperation with the non-profit organizations,and cooperation with the for-profit organizations have significant positive effects on the public welfare performance of social organizations.Meanwhile,the resource-gaining capability of social organizations plays a mediating role in the number of partners,the cooperation with the non-profit organizations,the cooperation with the for-profit organizations and the public welfare performance of social organizations.The case study further found four mechanisms through which the characteristics of inter-organizational cooperation affect the public welfare performance of social organizations through resource-gaining capability:network mechanism,trust mechanism,voluntary mechanism and market mechanism.Based on the research findings,this paper proposes the following policy suggestions from the perspectives of social organizations and the government.For social organizations,they should expand the number of collaborators and give full play to the connection effect of network;strengthen the cooperation with non-profit organizations,allow full play to the scale effect of volunteer alliance;strengthen cooperation with profit-making organizations and give full play to the linkage effect of market resources.For the government,the government should especially strengthen the cooperation with social organizations,so that social organizations can give full play to the demonstration effect of trust.
