The number of vocational college graduates is increasing year by year,and so is the difficulty of finding a job for them.This problem has become the main task for a vocational college,especially in global recession.There were few researches of the employment service system for graduates of vocational colleges from the perspective on public management in recent years,particularly in western Chinese provinces like Guizhou.This paper could be of some help in filling the research gap.At the beginning,this paper explains the core concepts of the employment service system for graduates of the vocational college,and clarifies that its main constituents are the government,vocational colleges,employer and society.Then,rely on the New Public Service Theory,the Polycentric Governance Theory and the Labor Supply and Demand Theory.It focuses on the employment service system for graduates of the vocational college in Guizhou Province,using questionnaire surveys and statistical analysis methods to conduct surveys on graduates of the vocational college in Guizhou Province.The employment situation is analyzed,and the current situation of the employment service system for graduates of the vocational college in Guizhou Province is analyzed.Through analysis,combined with personnel interviews,we find out the existing problems and their causes in the employment service system for graduates of the vocational college in Guizhou Province in the four aspects of the government,vocational colleges,employer and society,and propose corresponding optimization.This article believes that the government should formulate special laws on employment of college graduates,improve the employment and labor law enforcement guarantee mechanism,strengthen professional review and supervision,and coordinate the deployment of talent training,and adopt new technologies to improve the information construction of graduate employment services,so as to further establish a good employment service for graduates.The environment provides protection.Vocational colleges should start to improve from four aspects:strengthening the construction of employment guidance teachers,formulating effective incentive mechanisms and improving the level of employment guidance teachers,perfecting the employment guidance curriculum system,and focusing on the matching of talent training and market demand.Employers must break through the barriers of employing concepts,change the emphasis of “academic qualifications” to“abilities”,enhance their sense of social responsibility,and regard the provision of jobs as a social responsibility that enterprises should perform.In terms of society,online media should strengthen publicity and guidance to reduce or even eliminate employment discrimination against graduates of the vocational college.
