The development of the times has put forward new demands for talents.The new college entrance examination reform will advance and expand the choices of senior high school students,and the importance of senior high school career planning education has become increasingly prominent.In 2010,the "Outline of the National Medium and Long-term Education Reform and Development Plan(2010-2020)" issued by the Central Committee of the Communist Party of China and the State Council proposed to "establish a student development guidance system and strengthen the guidance of students' ideals,psychology,and academic work." The "Senior High School Curriculum Program and Chinese and Other Subject Curriculum Standards(2017 Edition)" issued in December 2017 proposed to "effectively strengthen student development guidance" and pointed out that "strengthen the ideal,psychological,academic,life,and career planning of students.Guidance...".Although the national level has not yet issued a clear "life planning education" policy,in the above national programmatic documents on education,there are many entries that reflect the awareness of career guidance for students,and also indicate the development of life planning education.direction.At present,about one-quarter of the provinces(municipalities,autonomous regions)in the country have issued special senior high school life planning education policies.As the third batch of provinces to implement the new college entrance examination reform,Chongqing issued the "Notice of the Chongqing Education Commission on Carrying Out Life Planning Education for Senior High School Students" in 2018,which provided guidance for the city's general high schools to carry out this education work.As the main body that finally implements the life planning education policy,the school plays a decisive role in the implementation of the education policy.Therefore,this research starts from the micro-level executive body of the school,draws on the policy system model,and conducts a systematic and in-depth study on the implementation deviation and its causes of Chongqing's senior high school life planning education policy at the school level.Through questionnaires and interview surveys,it is found that the current Chongqing senior high schools have the following deviations in the implementation of the life planning education policy: First,the education content is not fully implemented,which is mainly reflected in the overall implementation of the policy content and the policy requirements.Secondly,the implementation methods are not diversified,which is mainly manifested in the insufficient setting of career courses;the form of career activities is single;the degree of collaborative education is not deep;the career experience channels are blocked;and the scientific measurement and evaluation are carried out unilaterally.The paper draws on the system model to analyze the causes of deviations in policy implementation: First,the policy objectives are relatively ambitious,and the policy content lacks guidance;second,the characteristics of the executive agency are the lack of specialized institutions for school life planning education and the weakness of professional teachers;The third is the value orientation of the executives,there is insufficient policy awareness and the teachers are not motivated to work;the fourth is the implementation method,there is the problem of a single implementation approach and insufficient organizational coordination;the fifth is the lack of training opportunities in terms of policy resources,The lack of professional tools and the lack of special funds;Sixth,in terms of policy environment,there is a lack of supporting policies in the political environment,and there is a point-only problem in the cultural environment.In view of the findings from the above survey,in order to reduce implementation deviations and optimize the implementation of senior high school life planning education policies,this research suggests: First,strengthen policy publicity,and enhance teachers,parents,students,and the public's correct understanding and support for policies Intensity.Second,provide a variety of training,according to the actual needs of grassroots teachers,provide targeted professional training for teachers of different subject backgrounds and types,and comprehensively enhance the team of career planning teachers.Third,improve supporting policies to escort the development of life planning education.Fourth,establish a special fund guarantee system to provide financial support for the hardware and software equipment required for life planning education.Fifth,build a professional community and promote collaborative education.Sixth,improve the management system to ensure the implementation of policies.The above suggestions are expected to solve the problems existing in the implementation of current life planning education policies to the greatest extent,promote the effective development of life planning education work,and promote the effective implementation of life planning education policies.
