Research On The Capacity Improvement Of Social Work Institutions From The Perspective Of Developmental Social Policy

In recent years,social work service organization(hereinafter referred to as "social work organization")is not only an important carrier and development goal of social construction,but also an important cornerstone of China's social system reform and the structure of modern social system.At the same time,as one of the participants of social governance,social work organizations play an important role in improving the level of community governance,innovating the way of community governance,and promoting the modernization of national governance system and governance capacity,and have achieved rapid development under the project model of government service purchase.However,in the process of social work organizations' participation in community governance,they still face a number of capacity requirements and challenges,which become obstacles to the professional role and sustainable and healthy development of social work organizations.Therefore,this research will take private social work organizations as the main research object,based on the participation of L social work organizations led by university teachers in D community governance project,adopt the research method combining qualitative and quantitative,and put forward the concept of "grafting".Firstly,in this study,data were collected by means of in-depth interview,field observation and questionnaire survey,and the content analysis method was adopted to conduct data analysis.The development patterns of the "grafting" D community governance before,during and after the promotion of diverse resources,prominent service brand and accelerated strategic transformation were analyzed respectively.And resource acquisition and trust building,independent operation and program planning,strategic management and team building,internal governance and resource coordination,performance evaluation and project development of the ability to summarize.Then,the paper analyzes the difficulties and causes of social work organizations' serious dependence on university resources,low portfolio management effectiveness,and lack of project knowledge base in the process of participating in community governance,including:education first and lack of personnel,lack of role of strategic objectives and evaluation,lack of practice reflection and management summary.Using development-oriented social policies,social work organizations are regarded as individual units,led by social policies,and under the internal and external effects of "Policy-Resource-Capacity",the development-oriented social shift of policy subjects and resource objectives is realized,and the supporting power of policy resources for the improvement of social work organizations' ability is provided.Finally,it is proposed to explore the potential resources of the subjects around social work institutions,such as the government's think tank,platform,credibility,university alumni,leaders,multidisciplinary,community technology,rights,value,experience,times,public welfare,and increase the diversity of resource investment for the ability improvement of social work institutions.At the same time,through training and education,structural construction,cultural accumulation methods to consolidate the basic capacity of social work institutions,strengthen policy guidance,property increase,service technology,so as to promote the local sustainable development of social work institutions and improve the survival and development ability.In this paper,the author studies and summarizes 9 types of resource requirements,such as structural capital,opportunity capital and policy capital,to improve the capacity of social work institutions,and creates a local development model of "3+3>9" for improving the capacity of social work institutions.In addition,the study also found that there are still deficiencies and limitations in the application of developmental social policy localization,such as the logical basis for the transformation of policy resources into the development of institutional capacity,the contradiction between policy measures lagging behind and the ever-changing social economy.Therefore,it is still necessary to strengthen the exploration of theory and practice in the later stage,and give a better play to the professional role of social work and social work organizations in the project system of government service purchase,so as to promote the transformation of government functions and the modernization of modern governance system and governance ability.
