In 2010,the Ministry of Education have been started to implement the national training plan for primary and middle school teachers,with 550 million yuan allocated from the central finance.The "National Training Plan" is the first major education development project launched in the implementation of the "National Program for Medium-and Long-Term Education Reform and Development"(2010-2020).The plan has been implemented of more than ten years.How effective is it? What are the current problems?How can you improve effectively? These problems are worth of further study.The "National Training Plan" short training project investigated in this paper is a sub-project of the "Central and Western Rural Backbone Teacher Training Program"--"Short-term Concentrated Training for Rural Primary and Middle School Teachers".Taking the national training plan covering several counties in Fuzhou,Jiangxi Province as an example.We through the collection of relevant literature to understand the current status of the "national training plan".At the same time,supported by the theory of teacher professional development and lifelong learning,the research and exploration of "National Training Program" are carried out.This research mainly takes the training staff undertake "National Training Plan" project as the research target,through the questionnaire survey method and interview method to do data demonstration and analysis for the training curriculum content,curriculum projects,curriculum teachers,curriculum implementation and so on by using the SPSS software.And exploring main problems exited in the "National Training Plan" short training project and giving some advice about improving its effectiveness.The study found that the problems of the "National Training Plan" short training project mainly include choosing training students is too random and the teachers' autonomy needs to be stimulated;Limited training resources;Hardware facilities are not complete;The training form is immobilized and less targeted;The training time is limited and the conflict between work and study is prominent.Lack of follow-up feedback and unknown the effectiveness of training.The attribution analysis of these problems mainly has the following three aspects: The consciousness of individual independent development is weak and the active participation is low.School support is not enough and does not pay attention to selecting the participating teachers.The government education department does not issued the notice in time and lack of effective supervision and management.The following four aspects are suggested to improve the effectiveness of the implementation of the "National Training Program" short training project: stimulating the endogenous motivation of teachers to participate in training,improving the teaching strength of hardware and software,optimizing the training form and broadening the training channels.
