With the continuous progress and development of society,private basic education has formed a diversified mode of running schools to meet people's growing demand for educational resources.In the past decade,with the rapid economic development of Xiaoshan and the increase of some foreign population,local schools have been unable to meet the needs of children of migrant workers.Demand,in order to deal with the problem of migrant workers' children's reading,so the local government encourages non-governmental schools,private schools correspondingly undertake the responsibility of basic education in Xiaoshan District.At the same time,with the improvement of people's living standards,parents'requirements for the quality of private schools are constantly improving.Therefore,to explore the development of private basic education in Xiaoshan District,hoping to better promote the development of private education in Xiaoshan District.Based on the current situation of private elementary education in Xiaoshan District of Hangzhou City,this study uses literature analysis,interview analysis and quantitative analysis to understand the development direction of private elementary education by consulting domestic and foreign literatures,using governance theory,public goods theory and education equity theory.This study interviewed 25 managers of private elementary education in Xiaoshan District,Hangzhou.The contents of the interview mainly include:government policy,private schools themselves,students and teachers.Through the analysis of interview data,the following problems are found in private basic education in Xiaoshan District of Hangzhou City:insufficient government policy support and insufficient funds;low educational background of private school administrators;unclear orientation of private schools for future development;unstable quantity and quality of students;and teachers'team.Wu Jian is weak.In view of the above problems,this paper puts forward relevant countermeasures and suggestions.Firstly,from the government level,Xiaoshan government should strengthen the support of private basic education and financial support,and improve the relevant laws and regulations.In terms of private schools themselves,managers of private schools should enhance their own quality,and private schools should have a clear development orientation for future development.From the source aspect,the school should improve the level of education and teaching,establish a perfect system,improve the popularity of the school,stabilize the number of students and improve the quality of students.As far as the teaching staff is concerned,we should pay attention to the training of teachers'professional level and improve the salary of teachers in private basic education.Through this study,we hope to provide experience and reference for the sustainable development of other private basic education in Hangzhou.
