The United Nations Convention on the Rights of the Child lists the rights to participation,along with the rights to life,development and protection,as children's fundamental rights."States parties shall ensure that an independent child has the right to express his or her opinion on all matters that affect him or herself." Since the signing of the Convention on the Rights of the Child,China has paid more and more attention to the protection and practice of children's participation.Some platforms,organizations and activities to promote children's participation have gradually emerged,and children's participation has become an important part of children's work.While calling for and participate in the activities of the children are not a few,promote children's participation in appeal mostly stay in policy advocacy,the dimension of consciousness shift,platform building,it is worth noting that the question is: ignore the influence of children to participate in the ability of children to participate in,child participation ability are important factors affect children's participation,level of the ability of children to participate in its quality and level of participationUnder the background of the social work discipline,this study based on participatory development theory and enhancement of power theory,using the method of observation and interview method to understand the status of the C agency children council members to participate in,the summary in the practice process problems found in the children's participation are: participation main body consciousness weak lead to participation motivation insufficiency,the concept of "participation" and "attend" fuzzy cognitive cause involved in shallow,council members internal information communication does not reach the designated position,low level of teamwork involved in efficiency,independent found difficult issues,participate in excessive dependence on adults,participation level is low.Based on the analysis of the above problem,this paper builds child participation competence framework,could be divided into cognitive child participation ability,social ability and practice ability of three dimensions,in children's council members to C institutions to provide social work service in the process of pay attention to the ability of the council members to participate in,trying to enhance the capacity of children to participate in to promote the participation of children with high quality.Finally,the optimal ways to improve children's participation ability are summarized as follows:On the level of personal awakening,cognitive ability can be improved in the process of clarifying the difference of subject consciousness and attention.Team participation level,in the building of platform and team practice to improve social ability;At the level of practice innovation,children should be trusted to lead activities and provide support to improve their practical abilityThe research content of this paper aims to promote the transformation of children's participation from passive to active by changing children's cognition of participation and improving children's participation ability.However,the research also has some shortcomings,such as the competence framework needs to be enriched and the specific participation ability needs to be further explored...
