The SPFL-Mandarin Program is a Chinese Teaching Program in Philippine public high schools which is under the official guidance of the Department of Education of the Philippines.More and more Philippine high school students have joined in learning Chinese through this program. However, the achievements and problems coexist and the problems which will restrict the further development of this project have become increasingly prominent. These issues are inextricably linked with the topic "teachers, teaching materials and teaching methods " which always attracts the most attention in the field of Chinese teaching. As to be a Chinese volunteer teacher of the SPFL-Mandarin Program, the author takes the " teachers, teaching materials and teaching methods " as the breakthrough point, employing the three methods--field trips, investigation and interviewing--to survey the SPFL-Mandarin Program.Efforts are made to analyze the problems existing in these three aspects of the project, such as teachers, teaching materials and teaching methods, and to analyze the causes of the project.Based on the characteristics of Filipino students and the status quo of Philippine public high schools, the corresponding suggestions and solutions are proposed. It is expected to provide reference for the future work of relevant departments and Chinese teachers, then to promote development of Chinese language education faster and better in Philippine public schools.
