In the process of China's great rejuvenation and socialist modernization,strengthening education is the top priority.We should always put education first,promote the construction of educational modernization,improve the quality of education and meet the needs of the people.Since the implementation of reform and opening up,China's economic development has been rapidly improved,the pace of social progress has been accelerated,the people's quality of life has also been greatly improved,and the material resources are abundant,which also makes the people put forward higher requirements for the field of social public services.In terms of basic education,our people have changed from the previous demand for popularization of education to high-quality education.Nowadays,after years of development,basic education has been popularized in China,but it shows a serious imbalance.For example,education in the eastern region is stronger than that in the western region,and urban education is stronger than rural education.At the same time,this gap is widening year by year.Especially in ethnic minority areas,the uneven distribution of rural compulsory education resources and the lack of in-depth educational equity are still practical problems.The government should raise the level of investment and take multiple measures to promote the balanced development of basic education.Achieving a comprehensive and balanced development of compulsory education in urban and rural areas plays an important role in promoting local development,meeting people's needs and ensuring national unity.Based on the national county basic education balanced supervision and evaluation methods and indicators as a reference,this paper interprets how to give full play to the management functions of local governments and promote the continuous consolidation and development of basic education balance from the perspective of educational equity,balance and new public service.From the overall situation of school running conditions in Lhasa,the balanced development of basic education among schools in county(District)areas in Lhasa,and the work of Lhasa municipal government in promoting the balanced development of basic education,this paper systematically expounds and analyzes the current situation of basic education development in Lhasa,makes differential analysis,investigates and understands the reality of balanced basic education in all counties and districts,and deeply excavates the existing problems through research methods such as comparative analysis,investigation and interview,Because there are historical factors,education system,unbalanced economic development and other influencing factors in Lhasa,it is found that Lhasa has imperfect guarantee mechanism,unbalanced resource allocation,insufficient self-development power and weak national participation,which gradually widens the gap between urban and rural areas in compulsory education.Focusing on these problems,combined with educational equity theory,equilibrium theory and other relevant theories,this paper makes an in-depth analysis from the aspects of inadequate understanding of ideas,deviation of public policies,constraints on economic development,imperfect supervision and regulation and so on.Deeply understand the experience and practices of ordinary regions and ethnic minority regions in the mainland in promoting the balanced development of basic education,and put forward scientific and reasonable solutions from the aspects of increasing support for basic education,gradually improving the security system,collecting high-quality resources,strengthening exchange and training,concentrating on promoting information and establishing a large database in combination with the actual situation of basic education in Lhasa,Better solve the unsolved problems and new problems in the balanced development of basic education in Lhasa,so as to help the local government pay more attention,actively participate in the balanced development of basic education,go all out to promote the high-level and balanced development of regional education,and meet the people's desire to study,so as to narrow the gap of basic education within the county.These measures and suggestions play an important role for local governments to ensure the fair development of basic education between urban and rural areas,and provide some reference for Lhasa to further consolidate the basic balance and promote the high-quality balance.
