The data age has quietly arrived, data has begun to affect people's every move, and countries and even the whole world have felt the importance of data. Therefore,it is particularly important to improve the data literacy of each citizen. As a typical "digital native",high school students should have good data literacy. The traditional high school information technology curriculum pays more attention to the teaching of students' basic knowledge and the training of operational skills, and pays insufficient attention to improving data literacy. Therefore,in view of this problem, combined with the characteristics of high school information technology curriculum, based on constructivist learning theory, cognitive discovery learning theory and Dewey's "learning by doing" theory, this paper constructs a teaching model based on project-based learning(PBL)to improve data literacy. The model takes the implementation steps of PBL as the basic process, takes the improvement of data knowledge, data skills and data thinking as the main line, and clarifies the role of teachers and students in all aspects. Finally, the teaching process is applied to the teaching practice of information technology courses in a middle school in Mudanjiang City.Practical results show that the teaching mode based on PBL to improve the data literacy of high school students is conducive to cultivating students' data knowledge, data skills and data thinking, and also stimulates students' interest in learning, and promotes students' independent inquiry and cooperative learning.
