General Secretary Xi Jinping pointed out that urbanization is the only way to modernization.The"Four Comprehensives" strategic layout,firmly establish and implement the development concept of innovation,coordination,green,openness and sharing.Based on resources and environmental protection,with industrial development as the main driving force,accelerate the transformation of economic development mode,improve people’s livelihood,coordinate urban and rural areas,and promote the intensive development of urbanization.On April 3,2020,the National Development and Reform Commission issued a notice on the "Key Tasks for New Urbanization and Urban-Rural Integration Development in 2020" to promote the development of new urbanization in border areas,and use inland neighboring large and medium-sized cities as radiation in border areas Yuan,border county-level cities,and prefecture-level cities and municipalities are hubs,border ports,and small towns as nodes in the front-line urban corridors.Focusing on the construction of Lincang Border Economic Cooperation Zone,promote the joint construction of Lincang Border Economic Cooperation Zone and Myanmar’s Qingshuihe-Gunnong Special Economic Zone to build Lincang into a border cooperation demonstration zone.Lincang has successfully applied for the National Sustainable Development Agenda Innovation Demonstration Zone,implemented the sustainable development agenda,and brought opportunities for Lincang to achieve green development and leapfrog development.Lincang has a unique geographical advantage along the border,with rich ethnic characteristics,historical and cultural resources.However,Lincang City’s unreasonable urban positioning,uneven distribution of urban and rural areas,lagging transportation infrastructure,fewer external connections,and inconsistent industrial structure.There are problems with the scientific and reasonable land allocation.Therefore,the rational layout must be optimized to ensure that Its sustainable development.Based on the research of population theory and new urbanization theory at home and abroad,this paper investigates the population,economy,transportation,industry and other actual conditions of various cities and towns in Lincang City,Yunnan,and collects relevant data.Focus on the analysis of the temporal and spatial changes,distribution characteristics,urbanization characteristics,and the factors affecting the temporal and spatial changes of the population in Lincang City from 2010 to 2018 in the counties and townships,and then summarize the characteristics and existing problems of the population distribution and urban layout of Lincang City.On this basis,targeted suggestions for optimizing the population structure and the layout of cities and towns are put forward.The specific research situation is as follows:(1)The socio-economic and cultural development of various cities and ethnic groups in Lincang is unbalanced,and there is a big gap.The population growth is dominated by natural growth,while the mechanical growth is negative,and the population growth of ethnic minorities is greater than that of Han ethnic group.The central cities are obviously small in scale and weak in strength,making it difficult to undertake the important task of promoting the urbanization process.The development of cities and towns is not balanced,and the counties in the southwest border are very different from the counties in the northeast.Lack of industrial support,the dual structure of urban and rural areas is prominent.(2)Based on the above-mentioned problem of the current situation of the temporal and spatial changes of the population,the forecast of the population size and urbanization level of Lincang in the future,proposes the population structure and the optimal layout of cities and towns-ecological sustainability,human sustainability,and sustainable regional development strategies.Promote the construction of a higher level of new urbanization,adjust the industrial structure,and optimize the spatial distribution of the population.(3)A four-level urban system including central cities,sub-centers,key towns and general towns has been initially formed.Central cities:vigorously develop the secondary and tertiary industries,steadily increase the technical content of the secondary industry,transform the type and structure of the secondary industry,improve the level and grade of the tertiary industry,and highlight the agglomeration role of central finance and trade;each sub-center:Strengthen characteristic industries,develop ecological industries,drive the tertiary industry,and improve infrastructure;key towns:strengthen the radiation function of secondary and tertiary industries,improve the quality of primary industries in other regions,and fully realize the integration of primary,secondary and tertiary industries;general townships:follow The principle of gradual and orderly progress,land saving,intensive development,and reasonable layout,actively and steadily promote urbanization,and explore the development of"ecological towns.".
