| Since the reform and opening up,our domestic economy has developed rapidly.As a result,all kinds of environmental emergencies in China continue to surge,including sudden water pollution events.Sudden water pollution events are affected by the characteristics of water fluidity.Once they occur,they will bring great threat to people’s life and ecological environment,which puts forward higher requirements for emergency management ability of sudden water pollution events in China.Establishing a scientific and practical evaluation system of emergency management ability is beneficial to understanding the advantages and disadvantages of emergency management ability,so as to take targeted measures to improve emergency management ability.At present,there are few researches on the evaluation of emergency management ability of sudden water pollution events in China,and the related researches need to be further enriched and improved.This paper adopts statistical analysis to study the occurrence trend and characteristics of sudden water pollution events based on the analysis of sudden water pollution events from 2000 to 2021,and the influence of different factors on emergency management ability was analyzed by case study.Questionnaire survey method,expert scoring method and multi-level fuzzy synthesis method were used to study the index system and evaluation model of emergency management ability,and finally put forward the strategy for improving emergency management ability.The main conclusions are as follows:(1)Explain the concepts of sudden water pollution events and emergency management capabilities.Analyze the sudden water pollution events in China from 2000 to 2021,understand the trend of the events,and master the characteristics of quarterly quantity distribution,number of events in provinces,pollutant type,pollutant distribution,pollution mode,and impact results.(2)Starting from the emergency management process of the case,the impact of sub-factor of 11 factors on the emergency management ability of the case was analyzed,including laws and regulations,emergency plan,emergency organization setup,personnel quality,rescue personnel allocation,resource guarantee,risk identification and control,water quality monitoring and early warning,information management,response and processing,recovery summary,etc.The results show that these factors determine the success or failure of emergency management.(3)The index system of sudden water pollution event is constructed from the influencing factors.Questionnaire survey method were used to verify the scientific nature of the indicators,8 first-level indicators and 36 second-level indicators were determined,and the indicators were defined.(4)The evaluation standard is set for each secondary index,and the examination content is added.The expert scoring method was used to determine the index weight,and the multistage fuzzy synthesis method was used to construct the evaluation model.In the result analysis,in addition to the analysis of comprehensive ability,but also the analysis of short board discrimination is added.(5)According to the constructed index system,the improvement strategies for reference are proposed from the aspects of legal system construction ability,personnel organization ability,resource guarantee ability,monitoring and control ability,information management ability,rapid response ability,emergency response ability,recovery and summary ability and other aspects according to the second-level index items.(6)The application process of emergency management capability evaluation system for sudden water pollution events is determined.The evaluation calculation process,evaluation result analysis and short board discrimination are demonstrated by example method. |
